Zoning supports the request to allow no placement of a temporary pedestrian access to the site due to ongoing construction in the area where the sidewalk has been requested to be placed by the COT Field Inspector based an approved site plan. a. It is recognized that there is no existing sidewalk that provides access from Speedway to the development at this time. b. The proposed temporary location for the pedestrian access as shown on the approved site plan would reduce the width of the northwest two-way PAAL from the required 24 feet to 19 feet. c. Access from the existing "Los Betos" restaurant to the sidewalk system along the north side of the building across the PAAL and can be provided via the new access ramp and a painted crosswalk. An option to possibly address any ADA concerns would be to add a concrete sidewalk from the Speedway sidewalk to development via the front of the drive-through lane at the Los Betos restaurant, along the front of the restaurant and connect to the new ramp across the PAAL area as mentioned in comment .c. The Pantano East Area Plan's Transportation Planning Policy 3.B, states that sidewalks be provided in all private and public developments, as specified in the adopted sidewalk policy. The General Plan's Element 4, Community Character and Design, Policy 4.1.3 states that a circulation system be designed to strengthen bicycle and pedestrian connectivity to all areas of the neighborhood, including recreation areas and parks, adjacent uses, transit facilities, and activity centers. The applicant's request for postponement of pedestrian access to Speedway while construction is taking place can be supported by the plans, if applicant maintains safe pedestrian access along Speedway. |
