Std. 3-05.2.2.B.1 and Dev. Std. 3-05.2.2.B.3. The applicant states that since the width of the PAAL is substandard, there isn't sufficient room for the pedestrian refuge area (Dev. Std. 3-05.2.2.B.1) and the 2' separation (Dev. Std. 3-05.2.2.B.3). It is DSD Engineering's position that the narrow PAAL makes it more important to have sufficient pedestrian refuge space and vehicle/wall separation. If there were a standard 24' PAAL, the need for the pedestrian refuge area and wall separation would be less critical as there would be some space for vehicles to avoid the wall and pedestrians. It should also be noted that DSD Engineering has opposed the granting of a variance to the PAAL width. If the PAAL along the northern side of the building was one-way and paired with another one-way PAAL (perhaps along the southern side of the building), DSD Engineering might reconsider its position on the pedestrian refuge and wall separation issues. DSD Engineering has no objection to the approval of a DSMR to Dev. Std. 6-01.4.0 to allow on-street garbage pickup. |

The General Plan and the Design Guidelines Manual also provide guidance for this project. Request: To eliminate the requirement for a minimum five-foot-wide pedestrian refuge area between Parking Area Access Lane (PAAL) and the north patio wall of the principal structure. Response: A parallel request has been filed with the Board of Adjustment (BOA) for a variance from the minimum 24-foot width requirement for a PAAL. Request: To eliminate the requirement for a two-foot separation required between the PAAL and the screen wall on the north boundary. Response: A parallel request for a variance has been filed with the BOA to allow an 11-foot PAAL between a screen wall on the north boundary and the patio wall enclosing a covered porch on the north side of the principal building. Staff's comments on BOA case C10-07-08, were as follows: ยจ Elimination of the interior (north) landscape border can be supported if PAAL is not reduced to less than 18 feet The above recommendation is based on the fact that removal of the covered porch on the north side of the principal building would allow for an 18-foot wide PAAL. The plan goals for the NSNP are to provide safe and efficient circulation systems for all modes of transport, including pedestrian. Policy 5.b of the Plan specifically states to ensure well-designed nonresidential developments by providing common access points and parking, integrated vehicular and pedestrian circulation systems. As such, the plans can support the requests to 1) eliminate the requirement for a minimum five-foot-wide pedestrian refuge area between Parking Area Access lane (PAAL) and the north patio wall of the principal structure and 2) eliminate the requirement for a two-foot separation required between the PAAL and the screen wall on the north boundary, if the PAAL is not reduced to less than 18 feet in width.
