Std. 3-01. DS 3-01.3.3 & DS 3-01.0 (Figure 1) - DSD Engineering objects to the reduction in sidewalk width from 5' to 3.5'. The applicant does not provide any justification for the request in reduction in width. This is a new development that should incorporate adequate planning to accommodate sidewalk widths. Furthermore, the applicant has requested a reduction of street widths that would, on the surface, seem to leave more room for sidewalks - not less. DS 3-01.2.3 - DSD Engineering has no objection to reduction of the paved roadway width to 20' from 24' and the reduction in travel lane width to 10' from 12' DS 3-01.2.4.D - DSD Engineering has no objection to the reduction of required parking to 15 spaces (0.75 per unit) from 20 spaces (1 per unit). |

Twenty required, applicant proposes 15 spaces. DS 3-01.2.3, requires minimum road paved width of 24 feet with minimum 12 feet wide travel lanes. Applicant proposes road paved widths of 20 feet and ten feet wide travel lanes. DS 3-01.3.3 & DS 3-01.0 (figure 1), require sidewalks to at a minimum width of five feet wide. Applicant proposed sidewalk widths at 3.5 feet wide. Pantano East Area Plan (Plan), Residential Policy 3, encourage residentially zoned vacant parcels to be considered for higher density uses, when designed to be compatible with adjacent land uses and provide adequate circulation for pedestrian and bikeways. In addition, Transportation Policy 3, supports adequate access to all properties. The request to reduce the width of street cross-sections and to reduce the width of the access lanes provides an opportunity to design ample pedestrian and bikeway paths on an otherwise townhouse row street lined development. As requested, the 3.5 wide sidewalk proposes a potential safety issue since it may not provide adequate pathway width for pedestrian circulation. The Plan does not oppose the flexibility in site design, if the proposed design is not in conflict with policies that support adequate pedestrian and bikeway paths. The Plan does not oppose a request for a DSMR that is allows flexibility in the design of vehicular circulation and parking requirements. However, the Plan does not support a pedestrian circulation system (sidewalk) that is inadequate in width and abutting wedge curbs. Staff suggests reducing front yard depth and increasing sidewalk width to meet current development standards. |
