Std. 6-01. The proposed site layout has no provision for onsite maneuverability. In particular, Dev. Std. 6-01.4.1.I requires solid waste containers to be placed so that the collection vehicle does not have to back into moving traffic on or off the premises. The layout shown on Sheet S-01 and Sheet S-1a requires the collection vehicle to back up into the driveway throat (onsite) and into Ajo Way (offsite). Ajo Way is a designated by the Major Streets and Routes Plan as an arterial. Arterials are typically given speed limits of 35-55 mph in fully developed areas. At these speeds, there is little reaction time for drivers on Ajo Way to react to the presence of the solid waste trucking backing into the driveway or onto Ajo Way. Also, it is difficult for the solid waste collection vehicle driver to merge into Ajo Way traffic by backing into Ajo Way using rear view mirrors. The proposed site plan creates an unsafe system of refuse collection and the DSMR should be denied. |

A bussines is authorized 2-90 gallon APC's for refuse before they are required to have a metal service. * In June 2005 Environmental Services issued a letter stating that a dumpster on casters for a rollout metal service would be feasible for this project. It was futher stated that this was subject to approval by Development Service review process. ES has to retract this approval now because it is unfeasible to rollout a container full of glass and to have the collection vehicle set idling in Ajo Way. Without a direct service pickup a metal service is not feasible. |

It's obvious that access into and out of the refuse container location is not possible. It is also obvious that the development is located on a major street, which is a problem for roll out service without approval of the proposal by Environmental Services. Zoning will conditionally approve the proposal if Environmental Services and Traffic Engineering departments find the proposal to be safe and is approved by both. The plan should depict the location of the refuse truck and how the pick-up will occur to ensure that traffic will not be impacted or create an unsafe situation for the public or workers.
