Estolano 791-4505 DATE: 2-17/06 Urban Planning and Design Comments DSMR 06-04 - Third Street Lots February 17, 2006 This site is located in the Alvernon-Broadway Area Plan, Subarea 1, which states that new development should be designed with compatibility and sensitivity to adjacent land uses and that parking and maneuvering is to be met on site. The purpose of the Plan is to guide future development, while protecting the integrity of established neighborhoods. This request to only meet 73 percent of the required visitor parking is generally not in keeping with the intent of the Plan, though the applicant has a point that the parking they are providing is similar to what would be required for a similar apartment complex. Typically, ownership housing does help to stabilize an area and may be a significant consideration. This neighborhood is has been experiencing overflow parking; as such, staff recommends this area be closely monitored for impacts due to the granting of this and/or similar requests. |
