1. Zoning supports the DSMR request based on the following findings.

a. The pedestrian circulation has been provided to the front doors of all units and connects both sides of the development with cross walks at four separate locations.

b. The sidewalks are designed as accessible routes with access ramps.

c. There is sufficient room between the buildings and the PAAL area to provide refuge for the occasional pedestrian not utilizing the sidewalks.
