The following is the Old Pueblo South Community Plan policy direction, and guidance provided by the Design Guideline Manual. Staff offers the following comments.

The Old Pueblo South Community Plan:

Purpose

The overall goal of the Plan is to revitalize the Old Pueblo South Neighborhoods by upgrading the physical and social environment. Its purpose is to set into motion a number of actions, which will result in the overall revitalization of the OPS Neighborhoods.


Design Guideline Manual:

c. Parking, Loading, and Maneuvering (I.A.4.c)

Intent - Provide safe vehicular parking, loading, and maneuvering, with attention to functional and aesthetic concerns such as trash removal, emergency access, and reduction of heat build-ups.

Related Policy Link - LU Policy 3(3.10)

Solution One - Develop a comprehensive vehicular circulation system that allows parking, loading, and maneuvering to be contained wholly within the development. Functional and aesthetic issues could be addressed through the following:
· Shared loading area and dumpsters
· Alley access and screening of dumpster
· Use of vegetation and alternative paving materials to reduce heat build-up


The Plan supports revitalization, including residential infill. New development is subject to the Armory Historic Neighborhood review. According to the applicant's statement, they are in involved in the historic review process. The Design Guideline Manual supports a residential development site that has their dumpsters screened. Therefore, staff offers the following recommendations.

1. Dumpster to be completely enclosed by a masonry wall of no less than five feet in height.
2. Dumpster use to be accessible only to residents of the complex and secured from outside dumping occurring from alley.
3. Dumpster masonry walls and metal doors to match color and general design of surrounding residential character.
