Staff offers the following comments:

The Tumamoc Area Plan (Plan), applicable policies:

A. GENERAL PURPOSE: The purpose of the Tumamoc Area Plan is to guide future development while protecting and enhancing existing uses. One if the general purposes of the Plan is to:
ยจ Provide safe and efficient circulation systems for all appropriate modes of transportation including pedestrian.

The Development Standards states:

2-08.5.1A. Width. All sidewalks will be a minimum four (4) feet wide.

3-01.2.7A. Sidewalk Areas - Reduction in the width of the sidewalk area is not allowed, except when authorized by the City Engineer or designee under the following conditions.
1. If an alternative street cross-section has been previously approved;
2. In order to accommodate existing grade differentials;
3. In order to march existing sidewalks;
4. In order to accommodate drainage facilities.

Based on the above, it does not appear that the applicant has provided sufficient justification for this development standard modification request. As designed, the project does not satisfy the "safe" and "efficient" circulation systems for pedestrians as set forth by the plans. Thus; the plans do not support relief from Development Standard 2-08.0.
