Elstone II May 23, 2005 (*) NOTE Although the Department of Urban Planning and Design will not require a resubmittal, staff offers the following comment: 12th Avenue/Valencia Area Plan IV. Transportation Policies Intent Statement: These policies are intended to ensure the integration of new development and road improvements, ensure the safety of neighborhood residents, reduce traffic flow by discouraging through traffic, and to ensure that new development is responsive to the use of alternative modes of transportation. Policy 11. Provide adequate access to all properties. IV. Design Guidelines A. General Site Design Guideline 13. Design development with interconnections between and among land uses. This can be accomplished by providing vehicular and pedestrian access between adjacent uses, integrating circulation, and reducing the number of vehicular curb cuts along the street. C. Parking and Outdoor Storage Guideline 5. Design vehicular access points to minimize interruptions of aretrial traffic flow by limiting the number of vehicular access points, locate access points at optimum positions as determined by Traffic Engineering, and by consolidating or eliminating excess curb cuts. General Plan Element 3: Circulation Policy 2. Circulation and Safety: Promote an effective well-planned system of roadways that establishes functional, safe, and aesthetic hierarchy of streets while incorporating the latest advanced technologies. There are two access points onto this site. The main entrance to the subdivision and the access entrance to the non-participating parcel. Neither of these to access points are in alignment with the existing 8th Street. As designed, the project does not satisfy the "functional" and "safe" requirements set forth by the plans and, thus; the plans do not support relief from Development Standard 3-01.6.3. |
