Commercial Parking lot The General Plan and the Design Guidelines Manual provide the following guidelines: Design Guidelines Manual I.A.2.b - Detention/Retention Basins Intent - Utilize detention/retention basins for open space use and as additional recreational amenities for the development. Solution - Design detention/retention basins for open space use by: · Grading the site to complement proposed uses · Preserving plants in-place or salvaging and revegetating · Providing for safe and convenient access General Plan Element 4: Community Character and Design Policy 5: Promote neighborhood identify and visual character. Supporting Policy 5.10: Encourage design and block layouts that discourage crime by reducing the availability of crime targets, removing barriers that prevent easy detection of crime and increasing physical obstacles to committing a crime. Based on the submittal, the site plan shows a detention basin that does not improve the appearance or safety of the parking area. A further illustration of this is the 42" chain link fence, above the top of the block wall will surround the retention/detention basin. The basin as designed does not create a visual amenity and does not appear to meet "Safe By Design" concepts. |
