Development Standard Modification Request: 04-30 6th & Drexel Subdivision

The applicant is requesting relief from Development Standard 3-01.3.0 that requires paving, curbing, and sidewalks along Missiondale Road, and Development Standard 3-05.2.4.A1 that requires two on-street parking spaces located within 150' of all lots.

The site is within the boundaries of the 12th Avenue/Valencia Area Plan, which provides land use guidance.

IV. Transportation Policies
Intent Statement: These policies are intended to ensure the integration of new development and road improvements, ensure the safety of neighborhood residents, reduce traffic flow by discouraging through traffic, and to ensure that new development is responsive to the use of alternative modes of transportation.

Policy 7. Provide for safe and efficient vehicular access throughout the Plan area by designing proposed developments to:
b. Minimize the number of ingress/egress points onto major streets.

Policy 8. Provide safe and efficient pedestrian access throughout the Plan area.
a. Require sidewalks in all new private and public development per the adopted sidewalk policy.

IV. Design Guidelines
A. General Design
Guideline 3. Design a well-defined pedestrian system linking adjacent uses, connecting to the public sidewalk system, offering convenient access to transit facilities.

In conclusion, the policies in the 12th Avenue/Valencia Area Plan do not support the relief requested for the development standard modification requests.
