1. Modification one (1) - DS 3-01.2.3 and .2.4 Figures one and two: Zoning will conditionally approve no parking on both sides of the street if vertical curbs are constructed on both side of the roadway. Zoning feels that the vertical curbs will prevent the attempt by residents or visitors from parking over the wedge curb and onto the pedestrian refuge area. Zoning also feels that a vertical curb rather than a concrete header along the west side of the road is necessary to prevent vehicles from damaging the perimeter wall. Both items are a safety concern for Zoning.

2. Modification two (2) - DS 3-01.6.2: Zoning conditionally approves modification 2 pending approval by the Fire Department.

3. Modification three (3) - DS 3-01.3.2.C: Zoning conditionally approves modification 3 pending approval by the Traffic Department and DSD Engineering Section.

4. DSMR four (4) - DS 6-01.2.2: Zoning conditionally approves modification 4 pending approval by Environmental Services Department.

07/30/2004 MATT FLICK ENGINEERING REVIEW Approv-Cond DSD Engineering conditionally approves the DSMR for DS 3-01.2.3 & DS 3-01.2.4 with the following condition:

The private street must be constructed in accordance with DS 3-01.3.3.A.4. Vertical curbs are required and the pavement must be concrete.


DSD Engineering has no objection to the DSMR for DS 3-01.3.2.C, DS 3-01.6.2.B & DS 6-01.2.2.

The applicant has submitted a DSMR application and site plan that shows that refuse collection will be provided along Lee Street. Each property owner will take the containers to the street during collection date and will remove them after collection.

Arcadia-Alamo Area Plan calls out certain general design guidelines. Parking and Outdoor Storage Areas Subgoal, reads as follows: Soften the visual impact of outdoor storage areas, Dumpster areas that are visible from public streets, or adjacent to residential uses. Urban Planning and Design recommends that a deed restriction be placed stating that the dumpsters are to be “placed” and “removed” on collection day, to soften the visual impact of the dumpster areas.
08/03/2004 DALE KELCH TRAFFIC TRAFFIC Approved Traffic Engineering REJECTS this DSMR:

Mod (1), DS 3-01.2.3, 3-01.2.4: approved contingent on the use of vertical vice wedge curbs

Mod (2), DS 3-01.6.2: approved contingent on Fire Dept and Env Svcs Dept approval

Mod (3), DS 3-01.3.2.C: REJECTED. Curb returns will be required. Regardless of the wording used by the applicant on this application form, this IS a new street.

The Development Standard Modification Requests (DSMR) as listed above, have been approved by the Community Design Review Committee (CDRC), subject to the following conditions:

1. Both the west and east sides of the new private street must be revised to have vertical curb,
2. Add a note to the Record of Survey which states that all structures must be reviewed and approved by the Fire Department prior to permitting,
3. The CC&R's must clearly state that individual garbage and recycling bins may be placed on Lee Street only on the day of collection,
4. All driveways must be concrete,
5. The five (5) pedestrian easement must be revised to go around the guest parking spaces (not behind them).
