The Engineering Division objects to the granting of the DSMRs for this development.

DSMR 2-08.4.1.B: The applicant states that there will be no pedestrian access to the rear of the buildings. Given that there are over 50 parking spaces on the south and east sides of the buildings, it appears there will be plenty of pedestrian traffic. Engineering will support a DSMR if the applicant agrees to provide adequate pedestrian refuge areas in accordance with the LUC.

DSMR 3-01.4.4.F: The applicant states that there will be no pedestrian traffic behind buildings. Once again, about half of the total site parking is provided in these areas. Should a DSMR be granted for omission of sidewalks (see above) and pedestrian refuge areas be required, this Division will still require drainage to be taken under the pedestrian area or otherwise relocated to not interfere witht he pedestrian area.

1. Zoning approves the DSMR with conditions for the modification request as indicated on the application. The applicant is seeking relief from the DS 2-08.4.1.B.

DS 2-08.43.1 pedestrian Circulation Paths Required. Within all development, a continuous pedestrian circulation path is required. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets. The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. Areas within the development which are not required to be connected to the pedestrian circulation path are those which will be used only for maintenance or for nonpublic truck use, such as truck loading spaces. Portions of certain Land Use Classes which by their nature will not be used for public pedestrian access, such as industrial uses, commercial storage uses, wholesale uses, contractor's yards, or similar uses, are not required to have sidewalks constructed in conformance with this Standard, as long as adequate pedestrian refuge areas are provided.

Condition of approval: Provide adequate five-foot wide striped pedestrian refuge areas at locations where the modifications of the sidewalk have been requested. Access doors in the rear of the buildings should be accessible to the employees and service providers. The striped pedestrian refuge areas must be provided to keep any pedestrian out of the PAAL areas.
