This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 31, 2023.


CONTENT REQUIREMENTS

2. COMMENT: 2-06.4.7.A.6.a – Revise Permitting Note 5 to include 5.3 SCENIC CORRIDOR ZONE (SCZ)

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

3. COMMENT: 2-06.4.8.B – Sheet C3.1 eastern building there is a 30’ sewer easement that runs under the northwest corner of the building. This easement will either need to be abandoned, modified or written permission from Pima County Waste Water for the building to be within their easement.

4. COMMENT: 2-06.4.8.B - Sheet C3.2 the 10’ Zoning acknowledges that you wish to have a hold put on the building C of O for release of the electrical easement shown on sheet C3.2 but until a building plan is submitted Zoning is not able to do this.

2-06.4.9 - Information on Proposed Development

Entitlements has the following comments on River Terrace, 1st Submittal Review: DP22-0247:

The PAD requires that the Design Guidelines be developed prior to any DP being submitted; Has that been done, and have they been shared with PDSD? PAD design guidelines will be applied to the VC planning area where appropriate and the guidelines will require review by the River Terrace Design Review Board (RTDRB).

Due to the integration of uses promoted in the PAD, compatibility design for mixing residential and commercial land uses within the Village Court will be addressed.

The Developer will be responsible for establishing the RTDRB. The Board will consist of a minimum of five members responsible for review and approval of architectural styles, screen wall design, entry features, landscape plans, utility design and construction, and signage design.

Has the review board been created? Contact information for the board should be provided to PDSD.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
1. FYI only - Engineer & LA comment - The tables 2.2 and 2.3, pages 12-13 in the PCRFCD Manuel can be used in lieu of the Water Budget Table (which is incorrect), the only thing that is missing is water demand for plants, which can be added. Make sure units match.
2. All water harvesting areas should be depressed between 6 and 9 inches, if covered with d.g at 2” depth, then the basins have to be 8-11” deep. These areas can be counted toward first flush retention requirements. Please add a detail to show depressed landscape areas or indicate with notes.
3. The basin floor requires something other than bare dirt, hydroseed or rock larger than 4” is acceptable.
4. Unless these drawings are going to become your construction documents, all of the specification sheets are unnecessary, as is the Landscape Cover sheet, that information should all be on the Development Package cover sheet.
5. General plant symbol comments – The plant symbols are difficult to read and there are many graphic conflicts. Please simplify for readability.
6. General plant comments – consider other species for the parking areas, Schinus molle is very messy and Quercus is very slow growing. Nerium oleander and rosmarinus and lantana were often used in the past prior to sustainability practices. Consider using native or near-native plants and pollinators, especially instead of using almost 800 lantanas. Creosote in containers tend to die easily
7. The street border along River Rd. should mimic natural desert, linear plantings are too formal.
8. The City has specific notes that must be on a development plan, provide a maintenance schedule for the landscape and irrigation for this project. UDC 7.6.8, Admin Manual 2-10-4.2.A.4. and Technical Standards 5-01.9. Consolidate LA0.1,, 2, and all other pages with notes to only 1 page.
9. LA0.2 has references to a different project than this DP.
10. Add salvage quantities on planting plans.
11. Decomposed granite cover over the entire project is not acceptable, River Road requires a natural desert in line with the Scenic Corridor requirements. The retention/detention and Water Harvesting Basin require larger dimensions than ½” screened d.g.
12. Please modify landscape calculations on the landscape plan, It appears that the 50% groundcover is not met, but there is no way to confirm. Provide dimensions on the plans for the street landscape border.
13. Please label the existing and future rights of way for all public streets, UDC 7.6.4.C.2.a.
14. Please label the separate irrigation meter “irrigation only”. UDC Technical Standards 4-01.6.1.A.1.
15. Identify the type of irrigation controller with soil moisture gauge, tensiometer, weather station and/or evaportranspiration data. UDC Tech Standards 4-01.4.A.
16. Provide a detail to show tree planting with root barrier adjacent to walkways.
17. All High and Medium viability trees are required to be salvaged or mitigated. accordance with Sections 7.7.3.D.3 & .4 of the Unified Development Code (UDC) and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. Please double check for accuracy.
18. Please sort the Plant Inventory spread sheet by species for ease of checking calculations.
19. Please identify the project monitor prior to any grading activities, UDC 7.7.5. On-monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer for all residential development that is over five acres and for all commercial and industrial development that is over one acre . The monitoring must be performed by an individual who is qualified in arid lands native plant resource identification and protection as specified in UDC Section 7.7.4.D, Professional Expertise. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file.
