COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 11, 2023.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.1 – Provide an email address for the project owner.

2. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0233, adjacent to the title block on all sheets.

3. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile.

4. COMMENT: 2-06.4.4.C – Label the section corners on the location map.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

5. COMMENT: 2-06.4.7.A.4 – Permitting Note 2 lists the existing and proposed use as “COMMERCIAL STORAGE”, under the parking calculation use list “PERSONAL STORAGE”, clarify what the proposed use is. Once the use is clarified ensure that the applicable Use Specific Standards are provided.

6. COMMENT: 2-06.4.7.A.8.b – Remove all references to lot coverage as it is not applicable in the I-1 zone, see UDC TABLE 6.3-5.A: DIMENSIONAL STANDARDS FOR THE P-I, I-2, & I-2 ZONES.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

7. COMMENT: 2-06.4.8.A – It does not appear that north/south property line is correct. Based on aerial photos it appears that from building located on parcel 107-06-062K to the north property line of parcel 107-06-062L is over 200’. If some type of land split/reconfiguration is proposed the process will need to be completed prior to approval of this DP.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

8. COMMENT: 2-06.4.9.B – The parcel number listed under General Note 2 is not correct.

9. COMMENT: 2-06.4.9.E – Sheet 2 under “PROPERTY NOTE” you state that a lot reconfiguration is in process. This lot reconfiguration shall be processed through PDSD. Until approved by PDSD Zoning cannot approve the DP.

10. COMMENT: 2-06.4.9.H.5 – The 18’ wide access lane shown along the west property line and the 16.28’ access lane shown near the southwest corner of the existing building do not meet the minimum 20’-0” one-way width, see UDC Table 7.4.6-2: MOTOR VEHICLE USE AREA DIMENSIONS CONTINUED. As you are proposing a greater than 5% reduction in width, see UDC Article 7.4.10.D.10, a Board of Adjustment for Variance is required.

11. COMMENT: 2-06.4.9.H.5 – There appears to be a fence shown just north of the 50’ x 10’ storage located in the southeast corner of the site. Provide a dimension from the corner of this fence to the 15’ x 10’ storage unit to the west. It does not appear that this distance will meet the minimum 20’-0” width.

12. COMMENT: 2-06.4.9.H.5 – Clearly demonstrate on the plan how the one-way traffic pattern will be controlled, i.e. signs, pavement markings, etc.

13. COMMENT: 2-06.4.9.H.5 – Clearly demonstrate how vehicle access is provided to the two (2) vehicle parking spaces shown near the southeast corner of the existing building as there appears to be a fence and backing out into the right-of-way is not allowed, see UDC Article 7.4.6.K.

14. COMMENT: 2-06.4.9.H.5.a – The required number of vehicle parking spaces is not correct and should be 3 required.

15. COMMENT: 2-06.4.9.H.5.a – Clearly demonstrate that the proposed accessible vehicle parking spaces meets the requirements of the 2018 IBC Chapter 11 Section 1106.5 and ICC A117.1-2009 section 502 on the plan.

16. COMMENT: 2-06.4.9.H.5.a – Provide a detail for the required accessible parking space sign.

17. COMMENT: 2-06.4.9.H.5.c – Per UDC TABLE 7.5.5-A: REQUIRED LOADING AREA, Storage Use Group, Commercial Storage and Personal Storage w/o Direct Vehicular Access A Type A loading area is required. Provide a loading area calculation that provides the number required & provided and show the required loading space on the plan.

18. COMMENT: 2-06.4.9.H.5.d – Demonstrate how the requirements of UDC Article 7.4.9.B.1.e & .g are met for the proposed short-term bicycle parking.

19. COMMENT: 2-06.4.9.O – Demonstrate on the plan that the requirements of UDC Article 6.4.5.C.1.a are met for all proposed structures along Tuttle Ave.

20. COMMENT: 2-06.4.9.R – Clearly demonstrate that the requirements of TSM Sections 7-01.4.2 & 4.3 are met. As parking vehicles are allowed to over hang the sidewalk clearly demonstrate that the minimum 4’-0” width is maintained.

21. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also, provide a note on the DP stating all signage requires separate permits.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
1. The Unified Development Code (UDC) requires an expansion of greater than 25% of an existing development submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10.
2. The entire site has to brought up to the current Landscape Section of the UDC.
3. A Commercial Rainwater Harvesting plan is required. UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening. Demonstrate how water harvesting is being maximized.
4. A 10’ landscape border is required along Tuttle. If modifications to this requirement are desired, a Design Development Option may be pursued to modify the requirement.
5. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g.
6. Please label the existing right of way for all public streets, UDC 7.6.4.C.2.a.
7. One tree is required for the visitor parking area. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements, and it is required to meet all. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.B.1.a., UDC Technical Standards Manual 5-01-.3.2
8. An irrigation plan and specifications are required per UDC Administration Manual 2-10.4.2.C and Technical Standards Manual Section 4-01.4.2, Irrigation Standards.
9. Please label the separate irrigation meter “irrigation only”. UDC Technical Standards 4-01.6.1.A.1.
10. Identify the type of irrigation controller with soil moisture gauge, tensiometer, weather station and/or evaportranspiration data. UDC Tech Standards 4-01.4.A.
11. Provide a detail to show tree planting with root barrier adjacent to walkways.
12. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 7.6.8, Admin Manual 2-10-4.2.A.4. and Technical Standards 5-01.9., please be specific.
