COMMENT: Resubmit revised drawings and a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 09, 2023.

2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS

1. COMMENT: 2-06.2.4 – Remove sheet 2-5 as they are not required and will not be reviewed for this project.

2. COMMENT: 2-06.3.12 – The sheet index is not correct, this submittal has 5 sheets.

CONTENT REQUIREMENTS

3. COMMENT: 2-06.4.1 – Provide a email address for the Owner/Development listed on the plan.

4. COMMENT: 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx) shall be provided on all sheets submitted.

5. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0224, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

6. COMMENT: 2-06.4.7.A.4 – General Note 4 list the use as Medical Service but should list the use as Medical Service Outpatient, excluding blood donor centers. Also, in the vehicle parking space calculation you show General Office as a use. If there is Administrative and Professional Office use on site add the use to General Note 4 and provide the applicable Use Specific Standards to the note.

7. COMMENT: 2-06.4.7.A.6.a – As both 1st and River are designated on the COT MS&R Map as Arterial Scenic provide a general note stating ““THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.3 SCENIC CORRIDOR ZONE (SCZ) & UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)”

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

8. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation shall not assume any percentage of use. Provide a calculation that shows the actual square footage of each use.

9. COMMENT: 2-06.4.9.H.5.d – The short-term bicycle parking provided number is not correct. Per UDC Article 7.4.9.B.2.d A single rack is designed and located to accommodate two bicycles. That said the provided number should be 4.

COMMENT: 2-06.4.9.H.5.d – The short-term detail does not address UDC Article 7.4.9.B.1.e, 7.4.9.B.2.f & ,h and the long-term does not address Article 7.4.9.D.5. Zoning recommends that you remove the short- & long-term bicycle parking from the plan as they are not required for the project. If they are to remain they shall meet code.

10. COMMENT: 2-06.4.9.O – The only perimeter yard setback listed under General Note 15 that is correct is the one listed for the “WEST”. There is no street to the north, the east and south should show a street perimeter yard setback or 21’ or the H = The height of the proposed exterior building wall, greater of the two as measured from the back of curb or future curb, which ever is applicable.
