COMMENTS: Resubmit revised drawings and a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 12, 2023.

2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS

1. COMMENT: 2-06.2.2 – Based on DP18- 0040 there is Community Garden use on this site. Show the entire site on the plan along with this use.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

3. COMMENT: 2-06.4.7.A.4 – Remove the reference to “4.9.4.F” from Zoning and Land Use Note 5 as it is not applicable, see UDC TABLE 4.8-5: PERMITTED USES – INDUSTRIAL ZONES.

4. COMMENT: 2-06.4.7.A.6.a – As Houghton Rd is designated as an Arterial & Scenic on the COT MS&R Map revise Zoning and Land Use Note 7 to include “UDC ARTICLE 5.3 SCENIC CORRIDOR ZONE (SCZ)”.

5. COMMENT: 2-06.4.7.A.6.a – Show the 400’ Scenic Corridor Zone on the plan, see UDC Article 5.3.3.A.

6. COMMENT: 2-06.4.7.A.6.a – Clearly show the required 30’ buffer area on the plan, UDC Article 5.3.4.


7. COMMENT: 2-06.4.7.A.6.a – Demonstrate on the plan that the requirements of UDC Article 5.3.6 are met.

8. COMMENT: 2-06.4.7.A.6.a – Provide a general note on the plan stating “Per UDC Article 5.3.10 ADDITIONAL DESIGN CONSIDERATIONS Building or structure surfaces, that are visible from the Scenic Route, shall have colors that are predominant within the surrounding landscape, such as desert and earth tones.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

9. COMMENT: 2-06.4.8.C – Provide pavement width dimensions, curb location & width and if applicable sidewalk location and width on the plan for both Houghton Rd & Meadow Willow Tr.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

10. COMMENT: 2-06.4.9.A – As this site is made up of two (2) parcels a lot combination is required. Provide a copy of the approved Pima County Assessor’s approved combo request form with the next submittal.

11. COMMENT: 2-06.4.9.O – The required street perimeter yard setback from Houghton Rd is based on UDC Article 5.3.5.A, clearly show the required setback on the plan. Revise Development Package Calculation note 3 to shown the correct setback for Houghton Rd. The street setback listed is applicable for the setback to Meadow Willow Tr.

12. COMMENT: 2-06.4.9.O – It is not clear if the proposed vacuum enclosure called out under Keynote 21 is a fully enclosed structure. Also clarify what the height of this structure is, this structure may be required to meet the above setback requirements.

13. COMMENT: 2-06.4.9.O – It is not clear it there are canopies proposed over the vacuum areas but if there are canopies proposed they may be required to meet the above setback requirements.

14. COMMENT: 2-06.4.9.Q – Per UDC Article 5.3.5.A.2 Nonresidential structures shall not exceed 30 feet in height. Revise Development Package Calculation 2 and the height provided within the foot print of the building.

15. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also, provide a general note stating all signage requires separate permits.

Just a heads up, I just finished a review of DP22-0193, Mister Carwash at 7471 S Houghton Rd. Houghton in this area is scenic and the engineer didn’t address any of the requirements. This went through a presub but there were not comments about scenic so you may hear about it.

2. Catchment areas in the water harvesting table can only count the areas that are directed to the landscape infiltration areas. Detention areas areas without landscape cannot be counted.
3. UDC section 7.6.6.C requires the use of all runoff to supplement irrigation. Show how this is attained. Identify curb inlets/splash pads to landscape areas on grading and water harvesting plans. Show how water is flowing to north median and detention basin.

9. The plant legend is not correct. Please distinguish between the mitigation/salvage plants and the other required plants on the legend, symbol or any other method that would communicate the information. Please note that mitigation trees are in addition to other required trees.
10. Please provide a summary of quantities of all inventoried, mitigation and TOS plants in a manner that makes it simple to cross check between landscape and NPP plans.
11. Please indicate the installation of a private submeter if a separate irrigation meter is not being provided by labeling it “irrigation only”. UDC Technical Standards 4-01.6.1.A.1.

08/19/2022 SBLOOD1 ENGINEERING REVIEW Reqs Change 1. On the cover sheet please include the contact information (including name, address, email address, and phone number) for the firm that prepared the geotechnical report per Admin Manual section 2-06.4.1.
2. A TSMR will be required for a proposed trash enclosure different from what is shown in TSM 8-01. Revise as necessary.
3. Provide complete discussion, calculations, tables, and exhibits to establish accomplishment of first flush requirements. Include an exhibit comparable to Figure 2.1 in the Retention/Detention Manual that shows undisturbed area, disturbed area, impervious surfaces, non-contributing basins with landscape, stormwater harvesting basins including first flush, watershed #, stormwater harvesting basin #, and flow direction. Also include both tables 2.2 and 2.3 in the same section of the Retention/Detention Manual to demonstrate required/achieve retention volumes.
4. Show all curb cuts/scuppers that allow stormwater runoff to make it into the retention/detention/water harvesting basins on at least the grading plan, preferably the site plan as well.
5. Show the roof drainage locations and discharge directions on the plans.
6. Demonstrate how this site is maximizing water harvesting.

2. Continue New Sidewalk (5 Ft wide) west to tie-in to existing asphalt pedestrian path. (Note: Tie-in must be to the path and not to the ramp.)
3. Connect new sidewalk to existing at east end per P.A.G. standard 203.
4. Maintain positive water drainage from east to west along the curb line, out to the drainage channel along the east side of Houghton Rd. which is adjacent to the asphalt ped path. (A Type 3 Scupper per P.A.G. standard 205.5, may be needed with reverse-flow to divert the drainage away from Houghton Rd and away from the curb access ramp of the Ped Path, towards the drainage channel. An additional Type 2 scupper per P.A.G. standard 205, would then be needed at the asphalt Ped Path to drain flow into the drainage channel.)
5. Maintain or relocate accordingly any existing regulatory or warning signs.
