| 07/26/2022 | STEVE SHIELDS | ZONING | REVIEW | Reqs Change | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Mexican Fast Food – Drive Thru Development Package (1st Review) DP22-0185 TRANSMITTAL DATE: July 26, 2022 DUE DATE: August 01, 2022 COMMENTS: Resubmit revised drawings and a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 10, 2023. 2-06.3.0 FORMAT REQUIREMENTS 1. COMMENT: 2-06.3.5 – Remove the Development Package PDSD Approval stamp from the plan as an electronic stamp will be applied if the DP is approved. 2. COMMENT: 2-06.3.12 – An index of sheets in the development package shall be provided on the first sheet. CONTENT REQUIREMENTS 3. COMMENT: 2-06.4.1 – Provide the name, mailing and email addresses, and phone number of the primary property owner of the site on the 1st sheet. 4. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block. 5. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0185, adjacent to the title block on all sheets. 6. COMMENT: 2-06.4.4.A – Show the subject property approximately centered within the one square mile area on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 7. COMMENT: 2-06.4.7.A.2 – Provided a general note stating the gross area of the site by square footage and acreage. 8. COMMENT: 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 9. COMMENT: 2-06.4.7.A.6.a - As Ajo Way is designated as an Arterial on the COT MS&R Map provide a general note stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)”. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 10. COMMENT: 2-06.4.8.A - Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 11. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 12. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 13. COMMENT: 2-06.4.9.H.5 – As the Parking Angle was not provided for the proposed angled parking Zoning cannot verify if the PAAL providing access to the angled parking meets width requirements. 14. COMMENT: 2-06.4.9.H.5 – The ‘17’-9”’ PAAL width dimension shown from the southwest corner of the does not meet the minimum 24’ requirement. 15. COMMENT: 2-06.4.9.H.5.a – The required number of vehicle parking spaces for the food service is not correct. Review UDC Article 7.4.3.G and provide the correct number of required vehicle parking spaces. 16. COMMENT: 2-06.4.9.H.5.a – Per the 2018 IBC Chapter 11 Table 1106.1 the required number of accessible vehicle parking space is based on the number of provided vehicle parking spaces. Based on the 26 provided spaces shown on the and 2018 IBC Chapter 11 Table 1106.1 the required number of accessible parking spaces is 2, one being van accessible. Revise the “HANDICAPPED PARKING” calculation to show the correct number of spaces and include the required and provided number of van accessible spaces. 17. COMMENT: 2-06.4.9.H.5.a – Provide a detail for both a standard, 90 degree and angled, and the accessible parking spaces. 18. COMMENT: 2-06.4.9.H.5.d –Based on the two racks shown on the plan the provided short-term bicycle parking is not correct and should be 4. Per UDC Article 7.4.8.B.1.a.(1) No long-term bicycle parking is required on a site where there is less than 2,500 square feet of gross floor area. If you are going to provide long-term bicycle parking Cleary show the location on the plan and provide a detail that demonstrates that the requirements of UDC Article 7.4.9.D are met. 20. COMMENT: 2-06.4.9.H.5.d – Demonstrate on the plan how the requirements of UDC Articles 7.4.9.B.1.e, 7.4.9.B.1.g. 21. COMMENT: 2-06.4.9.J – As Ajo Way is not at full width show the future right-of-way (ROW) line, future curb, future sidewalk and future SVT’s on the plan. The site will either need to be designed to meet the future ROW location or provide a future site plan that demonstrates how the site will meet code when the ROW is taken. If you elect to provide a future site plan you will also need to provide a recorded Major Streets and Routes (MS&R) Covenant. This covenant can be found at: https://www.tucsonaz.gov/pdsd/all-application-forms-submittal-requirements. 22. COMMENT: 2-06.4.9.O – The front street perimeter yard setback dimension is not correct and should be shown to the back of future curb. 23. COMMENT: 2-06.4.9.Q – Provide the height of each building within the foot print. 24. COMMENT: 2-06.4.9.R – The only place that the striped area called out under keynote 20 can be used is where a pedestrian circulation crosses a PAAL or access lane. All other pedestrian circulation is required to be a minimum 4’-0” wide sidewalk physically separated from the vehicle use areas. 25. COMMENT: 2-06.4.9.R – Clearly demonstrate that there is a sidewalk that connects to the sidewalk along both ROW’s. 26. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.
