Storm Water Pollution Prevention Plan Comments:

Drainage Report Comments:
1. Krueger Wash Floodplain - Please provide calculations for the erosion hazard setback and show the proposed substation improvements are outside of those limits.
2. The City of Tucson considers the proposed substation a critical facility and therefore an evaluation of the 500-year floodplain must be provided and equipment elevated above the 500-year WSELs. Please revise report to include 500-year analysis. Please also provide an explanation for the use of the 3-hour storm event instead of the typical 1-hour storm event used for watersheds of this size. Note that a 1-hour storm may result in larger peak flow rates, floodplain limits and water surface elevations.
3. Proposed Drainage Plan 3rd Paragraph - Please discuss the dimensions of the wall openings and provide calculations of the peak discharges through the wall opening.
4. Proposed Drainage Conditions 5th paragraph - Please clarify "D2.3" in the last sentence of 5th paragraph.
5. Please provide a discussion and analysis on the First Flush volume per Design Standards for Stormwater Detention and Retention Section 2.2 and the City of Tucson Code of Ordinances.
6. Figure 2 Existing Conditions Drainage Map - Please provide contours with labels for offsite and onsite properties.
7. Figure 2 - Please provide full extents of the 100-year floodplain limits as well as WSELs. Please also include a discussion in the text and calculations for this floodplain delineation.
8. Figure 1 Proposed Conditions Drainage Map - Please add cyan hatching for the proposed basin into the legend. Please consider increasing the contour interval for the basin on the east side so the basin bottom and top elevation is clear.

COMMENTS: Resubmit revised drawings and a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 30, 2023.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0178, adjacent to the title block on all sheets.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2. COMMENT: 2-06.4.9.H.5.a – Per UDC TABLE 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, UTILITIES USE GROUP minimum of 2 vehicle parking spaces are required for this facility. Provide a vehicle parking space calculation and show the required parking spaces on the plan along with dust control for the spaces and access to them.

3. COMMENT: 2-06.4.9.O – The “WEST (STREET, FRONT)” setback listed under General Note 13 is not correct. Per UDC Article 6.4.5.C.2 & Table 6.4.5.C-1 the street perimeter yard setback is 21’ or H = The height of the proposed exterior building wall, greater of the two as measured from the back of future curb. Show the future curb and provide a perimeter yard setback from the 10’-0” wall, called out under Keynote 10 to the back of future curb.

General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

3. Engineer & LA comment - The table in the PCRFCD Manuel can be used in lieu of the Water Budget Table, the only thing that is missing is water demand for plants, which can be added. Make sure units match.

4. Engineer Comment - The grading plan and water harvesting plan do not meet the requirements of the water harvesting ordinance and technical standard. The plan doesn't show the effective use of run-off to supplement irrigation. The grade is directing most water to the retention basins and the driveway
a. The catchment areas must provide water to the infiltration areas. Revise the grading to direct runoff to the landscape infiltration areas to the maximum extent possible.
b. Catchment areas in the water harvesting table can only count the areas that are directed to the landscape infiltration areas.
c. Clearly show the areas in each catchment area and the areas of effective infiltration and water harvesting. All landscape areas should be included within infiltration areas.
d. UDC section 7.6.6.C requires the use of all runoff to supplement irrigation. Show how this is attained.
e. The landscape, water harvesting, and grading plans must match.

6. Identify curb inlets/splash pads/ wall openings to landscape areas on grading and water harvesting plans.
7. The Retention/detention basins is not identified on the landscape plan, and there are PIP trees shown in the area. Please revise.

8. Hydroseed is shown along the east retention basin, except that there is grouted riprap. Please revise.

9. Tree 18 is shown as PIP, in the middle of grouted rip rap, please clarify.
