Drainage Report Comments:
1. Per Section 2.1.1 of the City of Tucson Standards Manual for Drainage Design and Floodplain Management, a Drainage Report is required for any site greater than one acre. The overall disturbance of this project is over one acre and will require a drainage report. Please revise as necessary.

COMMENT: Resubmit revised drawings and a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 14, 2023.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0170, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. COMMENT: 2-06.4.7.A.4 – Review UDC TABLE 4.8-4: PERMITTED USES - COMMERCIAL AND MIXED USE ZONE, C-3 Zone and provide the Use Specific Standards for a Vehicle Rental and Sales use in the C-3 zone in General Note 3.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

3. COMMENT: 2-06.4.8.A - Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

4. COMMENT: 2-06.4.9.A – Provide a general note stating, “COVENANT REGARDING DEVELOMENT AND USE OF REAL PROPERTY RECORDED UNDER SEQ # 20180080050” or combine all parcels on this site.

5. COMMENT: 2-06.4.9.H.5 – Provide PAAL and access lane width dimensions for any area where work is proposed.

6. COMMENT: 2-06.4.9.H.5.a – Provide a detail for the proposed angled vehicle parking shown along the west side of Hyundai Showroom. This detail shall include the “A Parking angle”.

7. COMMENT: 2-06.4.9.H.5.a – The provided number of vehicle parking spaces does not include vehicle display spaces.

8. COMMENT: 2-06.4.9.H.5.a – Per the 2018 IBC Chapter 11 Table 1106.1 the required number of accessible vehicle parking spaces is based on the total number of vehicle parking spaces provided. Based on the 1000 spaces proposed shown on the plan this site requires 20 accessible spaces.

9. COMMENT: 2-06.4.9.H.5.a – Provide the number of required and provided van accessible spaces within the vehicle parking spaces calculation.

10. COMMENT: 2-06.4.9.H.5.d – The bicycle parking spaces calculation is not correct. Per UDC Table 7.4.8-1: Minimum Required Bicycle Parking Spaces, RETAIL TRADE USE GROUP, Vehicle Rental and Sales, 2 short-term and 1 space per 12,000 sq. ft. GFA. Minimum requirement is 2 spaces. Maximum requirement is 10 spaces long-term are required. Also, the number proposed was not provided. 2 short-term bicycle parking spaces shall be provided at each new show room building. Clearly show the location on the plan and provide a detail that demonstrates how the requirements of UDC Articles 7.4.9.B.1 & .2 and 7.4.9.C are met.

11. COMMENT: 2-06.4.9.O – The perimeter yard setbacks show under “TABULATONS” are not correct. This site does not does not meet the definition for developing area setbacks. Review UDC Article 6.4.5.C.1 and provide the correct setbacks on the plan.

12. COMMENT: 2-06.4.9.R – Demonstrate that the requirements of TSM Section 7-01.4.1.C is met along the south side of the Lincoln Showroom and the west side of the Hyundai Showroom.

13. COMMENT: 2-06.4.9.R – Provide width dimensions for all new sidewalks on the plan.

14. COMMENT: 2-06.4.9.R – As parking vehicles are allowed to overhang the proposed sidewalks, clearly demonstrate that a parking vehicle does not reduce the side to less than 4’-0” wide.
