COMMENTS: Resubmit revised drawings and a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 16, 2023.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0165, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. COMMENT: 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage.

3. COMMENT: 2-06.4.7.A.4 – General Note 10 the existing use should be listed as “VACANT”.

4. COMMENT: 2-06.4.7.A.4 – General Note 10 the proposed use “INDUSTRIAL DISTRIBUTION WAREHOUSE” is not a use classified in the UDC. Review UDC TABLE 4.8-5: PERMITTED USES – INDUSTRIAL ZONES and provide a use classified in the UDC and provide the applicable Use Specific Standards.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

5. COMMENT: 2-06.4.8.C – Provide the following information for Alvernon way on the plan, right-of-way width, and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

6. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles for the entrance off of Alvernon Way. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

7. COMMENT: 2-06.4.9.H.5.a – Provide a vehicle parking space calculation on the plan. This calculation shall provide the number of required and provide standard vehicle parking spaces, required and provided accessible vehicle parking spaces to include required and provided van accessible vehicle parking spaces. Until Comment 4 is addressed correctly vehicle parking requirements cannot be verified.

8. COMMENT: 2-06.4.9.H.5.a – Detail 11 sheet 8 the wheel stop location dimension is not correct, Review UDC Article 7.4.6.H.3 and provide a correct dimension.

9. COMMENT: 2-06.4.9.H.5.a – Detail 9 sheet 8 the accessible sign mounting height should be listed as 7’-0” within pedestrian ways and 5’-0” when not located within a pedestrian way.

10. COMMENT: 2-06.4.9.H.5.c – Provided a loading area calculation on the plan that provides the number required and provided and the type. Until Comment 4 is addressed correctly loading area requirements cannot be verified.

11. COMMENT: 2-06.4.9.H.5.d – Provide a Short- & Long-term bicycle parking space calculation on the plan the provides the number required and provided. Until Comment 4 is addressed correctly bicycle parking requirements cannot be verified.

12. COMMENT: 2-06.4.9.L – Provide the recordation information for the proposed “50’ INGRESS/EGRESS & INCIDENTAL PROPOSED EASEMENT” shown on the plan.

14. COMMENT: 2-06.4.9.L – There is a proposed “30’ INGRESS/EGRESS/SEWER & INCIDENTAL PROPOSED EASEMENT” shown under the northeast corner of the propose building. This easement shall not be located under the proposed building, revise the easement and provide the recordation information.

15. COMMENT: 2-06.4.9.Q – Provide the height & use within the footprint on the site plan.

16. COMMENT: 2-06.4.9.R – As this parcel has street frontage along Alvernon Way provide the required sidewalk from the proposed building to the right-of-way line along Alvernon, see TSM Section 7-01.4.1.A.

17. COMMENT: 2-06.4.9.R – Show the required continuous pedestrian circulation path to the dumpster areas on the plan, see TSM Section 7-01.3.3.B.

18. COMMENT: 2-06.4.9.R – As parking vehicles are allowed to overhang the proposed 5’-0” sidewalk shown along the east side of the building clearly demonstrate that the 2’-6” overhang will not reduce the sidewalk width to less than the required 4’-0” width per TSM Section 7-01.4.3.A.

19. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also, provide a general note stating all signage requires separate permits.

20. COMMENT: The address provided for this submittal 6720 S Alvernon Way is for developed parcel 140-41-127F. Contact Pima County Addressing and obtain an address for parcel 140-41-127C. Once obtained provide a revised application showing the correct address with your next submittal.

1. Table of Contents - Please provide a report outline consistent with the information required for a drainage report per City of Tucson Standards Manual for Drainage Design and Floodplain Management.
2. Section B.1. - existing area of 7.2 acres stated in text does not match area shown on Existing Drainage Area Map and PC-Hydro calculation sheets in Appendix B. Please review and revise the text, calculations, and drainage map as necessary.
3. Introduction - Please provide a Location Map with Township, Section, Range, and Quarter.
4. Introduction - Please state methodology used for hydrologic and hydraulic analysis.
5. General Comments for Tables -Please provide identification of watersheds, concentrations points etc., and include contributing drainage areas.

8. Detention Summary - The proposed development is in an area designated as a critical basin. 9. Drainage Area Map - Please define and label the stormwater management areas, label all existing and proposed drainage features, basin volumes, WSELS, Qin/Qout, and Q's entering and existing the site under existing and proposed conditions.
10. Drainage Area Map - Please remove proposed Alvernon Building 1 that are not included in the analysis presented in this report.
11. General Comment - MapTucson shows a proposed ERZ wash at the SW corner of the site. Please provide discuss to address this potential wash and provide any additional information as required which may include floodplain mapping from the flows per TSMS Node BR-N0140 which has a Q greater than 100cfs.
12. Appendix B -Please provide a soils map. Please provide the 2-, 10-, and 100-yr PC-Hydro calculations sheets as well as calculations for each watershed with a consistent naming convention between calculation sheets and the exhibits.
13. Appendix C - Please review and revise total drainage areas for the proposed watersheds in the PC-Hydro calculation sheets. Areas do not match to total contributing areas shown on the Drainage Area Map. Please provide separate calculation sheets for each concentration point for each watershed shown on the Drainage Area Map.
14. Appendices - Please provide weir calculations, and a cross section of weir outlet with dimensions.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
General Note - Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

1. Engineer & LA comment - The Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention shall work in conjunction with the Commercial Rainwater Harvesting design. First flush volumes should be directed to landscape areas. The detention basin cannot be counted in the water harvesting calculations if there are no plants.

2. Engineer & LA comment - The table in the PCRFCD Manuel can be used in lieu of the Water Budget Table, the only thing that is missing is water demand for plants, which can be added. Make sure units match.

3. Engineer & LA comment - The grading plan and water harvesting plan do not meet the requirements of the water harvesting ordinance and technical standard. The plan doesn't show the effective use of run-off to supplement irrigation.
a. The catchment areas must provide water to the infiltration areas. Revise the grading to direct runoff to the landscape infiltration areas to the maximum extent possible.
b. Catchment areas in the water harvesting table can only count the areas that are directed to the landscape infiltration areas.
c. Clearly show the areas in each catchment area and the areas of effective infiltration and water harvesting. All landscape areas should be included within infiltration areas.
d. UDC section 7.6.6.C requires the use of all runoff to supplement irrigation. Show how this is attained.
e. Show rooftop drainage patterns and show how they are incorporated into the water harvesting calculations.
f. The landscape, water harvesting, and grading plans must match.

6. Demonstrate how storm water is accessing the water harvesting basins. Identify curb inlets/splash pads to landscape areas on water harvesting or landscape plans, as well as on the grading plan.

7. Retention/detention basins should be designed naturally and organically, whenever practicable. Square and rectangles are not organic shapes.

8. The basin floor requires something other than bare dirt, hydroseed or rock larger than 4” is acceptable.

9. Please label the existing and future rights of way for all public streets, UDC 7.6.4.C.2.a.

10. Clean up graphic conflicts on L.1.2, change references to this page on other landscape sheets that direct one to L1.3. Remove duplicate native plant info on L1.2, and label the NPP sheets appropriately within the plan set. Correct the Index on the cover sheet.

11. None of the trees on the east side of the parking area are shading asphalt. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements, and it is required to meet all. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.B.1.a., UDC Technical Standards Manual 5-01-.3.2

12. Please distinguish between the mitigation/salvage plants and the other required plants on the legend, symbol or any other method that would communicate the information. Please note that mitigation trees are in addition to other required trees.

13. Please provide a summary of quantities of all inventoried, mitigation and TOS plants in a manner that makes it simple to cross check between landscape and NPP plans.

14. An irrigation plan and specifications are required per UDC Administration Manual 2-10.4.2.C and Technical Standards Manual Section 4-01.4.2, Irrigation Standards.

15. Please indicate the installation of a private submeter if a separate irrigation meter is not being provided. UDC Technical Standards 4-01.6.1.A.1.

16. Identify the type of irrigation controller with soil moisture gauge, tensiometer, weather station and/or evaportranspiration data. UDC Tech Standards 4-01.4.A.

17. Provide a detail to show tree planting with root barrier adjacent to walkways.

18. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted and approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the Unified Development Code (UDC) and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. Please note that Mesquite hybrids will be considered native trees, and should be included in NPP inventory.UDC 7.7.6

19. The NPP monitor is responsible for an assessment of the condition of the site’s plants one year after the final inspection has been performed on the site. The monitor shall visit the site and prepare a report on plant status, including general plant condition, the identification of plants under stress and the appropriate method to relieve the stress, and recommendations for replacement of plants that are dead or dying. Dead or dying plants must be replaced with the same size plant at a one-to-one ratio of like genus and species. Copies of the report must be submitted to the site owner/developer and to PDSD. The owner must respond to the plant needs as outlined in the status report within six months of report submittal or within a shorter period if required to improve the health of stressed plants and prevent plant loss.

20. Please identify the project monitor prior to any grading activities, UDC 7.7.5. On-monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer for all residential development that is over five acres and for all commercial and industrial development that is over one acre . The monitoring must be performed by an individual who is qualified in arid lands native plant resource identification and protection as specified in UDC Section 7.7.4.D, Professional Expertise. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file.
