Storm Water Pollution Prevention Plan Comments:
Sheet 2
1. Please label locations for on-site material, waste, borrow areas, or equipment storage areas, and other supporting activities.
2. Show and label locations of detention basin outlets. Use existing flow arrows to show direction of flows after discharging the site.
3. Please provide detail of construction entrance or provide more information on gravel type and thickness.


Drainage Report Comments:
1. Section 2.1.2 - Onsite Hydrology -Please provide adequate discussion of the analysis per COT SDDFM Section 2.3.1.
2. Section 2.1.1 - Offsite Hydrology - Please verify the flow rate along Drexel Road, provide a floodplain analysis to depict how the site may be impacted by its flows and how the development impacts the floodplain. Please also note that analysis of spread within the new curbed pavement sections for the 10-year and 100-year events may be required.
3. Section 2.1.2 Offsite Hydrology - Contours shown on report exhibits indicate offsite areas flow onto the proposed project site. Please provide a discussion and calculations as necessary to demonstrate no impact to adjacent parcels.
4. General Comment - Per City of Tucson Standards Manual for Drainage Design and Floodplain Management Section 2.1.1, all projects greater than 1 acre must submit a drainage report. Please revise the report to include the formatting, information/discussion and calculations required of a drainage report per section 2.3.1, specifically including detention/retention and floodplain mapping which are not sufficiently discussed and or provided herein.
5. Section 2.2.2 - Please add statement describing if the project site is in a balanced or critical basin and how that impacts the required detention retention. Please provide water surface elevations for each basin and available freeboard. Note that FFEs are required to be above the basin WSELs. Please provide impervious areas and required volumes used to calculate the first flush volume shown.
6. Existing Onsite Drainage Map - Please label the street wash.
7. Onsite Drainage Map - Please provide a column with the impervious and disturbed areas used to determine first flush volumes.
8. Onsite Drainage Map - Please label all drainage features and provide floodplain and basin water surface elevations.

COMMENTS: Resubmit revised drawings and a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 08, 2023.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.1 – Provide an email address for the owner listed on sheet 1.

2. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0153, adjacent to the title block on all sheets.

3. COMMENT: 2-06.4.4 – Remove the subdivision shown on the location map as they are not required.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

4. COMMENT: 2-06.4.7.A.4 – The proposed use listed under General Note 3 is not correct and should be Duplex. Also review UDC TABLE 4.8-2: PERMITTED USES - URBAN RESIDENTIAL ZONES, R-2 Zone, Duplex Use and provide the applicable Use Specific Standards within General Note 3.

5. COMMENT: 2-06.4.7.A.6.a – As Drexel is listed as a Collector on the COT MS&R Map provide a general note stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)”.

2-06.4.7.A.8 - For development package documents provide:

6. COMMENT: 2-06.4.7.A.8.b – As it does not appear that this subdivision is being developed as a Flexible Lot Development (FLD) site coverage is not applicable, lot coverage will be looked at time at the time of building permitting for each individual lot.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

7. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.6.4.B and a Zoning Administrators determination the when more than four vehicle parking spaces are provided the requirements of UDC Articles 7.6.4.B & 7.4.6 apply to the vehicle use area. The following comments apply:

8. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.D.1, Table 7.4.6-A, 7.4.6-1 & 7.4.6-2 the minimum two-way Parking Area Access Lane (PAAL) is 24’ wide, the 20’ shown on the plan does not meet these requirements.

9. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. Demonstrate how parking vehicles will be prevented from accessing unimproved portions of the site.

10. COMMENT: 2-06.4.9.J – Cleary dimension the curb and sidewalk location along Drexel Rd. It does not appear that the curb location is correct, review the COT MS&R Plan, located at: https://www.tucsonaz.gov/files/pdsd/plans/MSR.pdf, and provide curb & sidewalk location dimensions based on the applicable street cross section.

11. COMMENT: 2-06.4.9.O – The east street setback is not correct. Per a Zoning Administrators determination when a site boarders on a street designated on the COT MS&R Map all streets that the proposed site will use developing area setbacks. Developing area setbacks shall not be mixed with Established area setbacks. The required street perimeter yard setback to Fontana Ave shall be 21’ or the height as measured from the outside edge of the nearest adjacent travel lane.

TEP has reviewed plans received on June 30th, 2022, the plat for the Tentative Plat - Drexel Heights Subdivision, Lots 1 thru 10, and Common Area "A" subdivision, and has no objections at this time.

Costs for removing or relocating existing TEP facilities will be billable to the developer. A Preliminary electrical design is in process. The customer is responsible for compliance with City Ordinances.

Please note jurisdictional permit for any work on a public road right of way where applicable. Easements are required for TEP facilities if not appropriately recorded on the final subdivision plat. They will need to be obtained by separate instrument.
