Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 17, 2023. CONTENT REQUIREMENTS 1. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. 2. Add standard right of way notes to landscape plan. It is the owner’s responsibility to keep the Sight Visibility Triangles (SVT), and the pedestrian access area clear of vegetation at all times, per Unified Development Code (UDC) Technical Standards Manual Section 10. a. It is the owner responsibility to keep a 5’ wide by 7’ tall clear pedestrian access open across the entire property. b. It is the owner responsible to keep vegetation from growing past the curb line clear and keep a 15’ high clear zone over the travel lane. c. Final plant locations must be in compliance with all utility setback requirements. d. The owner understands that if the City of Tucson Transportation Department or any utility company needs to work within the ROW in the landscaped area, plants and irrigation may be destroyed without replacement or repair. e. The owner takes full liability for this landscape and irrigation, and any damage to roadway, sidewalk and utilities. f. The only private irrigation equipment that is allowed within the ROW are lateral lines, tubing and emitters that are not under constant pressure. All other equipment must be on private property. UDC Technical Standards 4-01.6.1.A.1 8. Please add a detail to show depressed landscape areas or indicate with notes. 9. The grading plan and water harvesting plan do not meet the requirements of the water harvesting ordinance and technical standard. The plan doesn't show the effective use of run-off to supplement irrigation. a. The catchment areas must provide water to the infiltration areas. Revise the grading to direct runoff to the landscape infiltration areas to the maximum extent possible. b. Catchment areas in the water harvesting table can only count the areas that are directed to the landscape infiltration areas. c. Clearly show the areas in each catchment area and the areas of effective infiltration and water harvesting. All landscape areas should be included within infiltration areas. d. UDC section 7.6.6.C requires the use of all runoff to supplement irrigation. Show how this is attained. e. Provide a planting inventory or some other mechanism so we can confirm the canopy areas for each water harvesting infiltration area. Ensure all on-site landscape areas are accounted in the canopy area. f. Show rooftop drainage patterns and show how they are incorporated into the water harvesting calculations. g. Water harvesting areas should be depressed between 6 and 9 inches. These areas can be counted toward first flush retention requirements. h. The landscape, water harvesting, and grading plans must match. 10. Identify curb inlets/splash pads to landscape areas on water harvesting or landscape plans. 15. This should pull the proposed sign out of the SVT which is prohibited. 2. For clarity, please label the roof downspouts and scuppers that look to be shown on the plans but aren't labeled. 3. On the grading plan please indicate what the P, G, and C are with the spot grade labels and make sure they are placed correctly. 4. Provide complete discussion, calculations, tables, and exhibits to establish accomplishment of first flush requirements. Include an exhibit comparable to Figure 2.1 in the Retention/Detention Manual that shows undisturbed area, disturbed area, impervious surfaces, non-contributing basins with landscape, stormwater harvesting basins including first flush, watershed #, stormwater harvesting basin #, and flow direction. Also include both tables 2.2 and 2.3 in the same section of the Retention/Detention Manual to demonstrate required/achieve retention volumes. 5. Demonstrate how this site is maximizing water harvesting. Looking at the spot grades it looks like runoff isn't getting to water harvesting basins 6, 5, or 3 (which on the first flush calcs would be non-contributing basins). Also, the landscaped area at the northwest part of the site near P1 concentration point has no curb cut to allow water to enter. 6. The note on the grading plan that states "Proposed 6" water harvesting area. Bottom is 6" below curb outlet elevation." Revise to clarify that the depth is required to be 6"-9" and needs to take into account the 2" of required ground cover. Also, provide a detail or cross section of the water harvesting basins that shows the typical finished grade, ground cover, and side slopes of the basin. 7. The 100-yr floodplain limits run through the site - Please include a note on the plans stating that the site is effected by the 100-yr floodplain and any development within the floodplain needs a floodplain use permit. 8.
