COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 24, 2023

CONTENT REQUIREMENTS

1. This comment was not fully addressed. Sheets 25-34 no legal description was provided. COMMENT: 2-06.4.2.B – Provide a brief legal description within the title block on all sheets.

2. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block on all sheets.

3. This comment was not fully addressed. Sheets 25-34 no case number was provided. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0072, adjacent to the title block on all sheets.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

4. This comment was not fully addressed. Provide the recordation information for the easements. COMMENT: 2-06.4.8.B – Show all easements of record on the plan along with the recordation information. There is a 10’ utility easement along the north property line and a sewer easement that encroaches at the southwest corner of the site.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

5. This comment was not full addressed. Demonstrate that the requirements of TSM Section 7-01.4.2.B are met for the proposed bollards. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. That said demonstrate on the plan how vehicles will be prevented from accessing the sidewalk along the striped area located between the accessible parking spaces shown along the north side of the building.

6. This comment was not addressed. Provide the required vehicle parking calculation so that Zoning can provided the required comments that shall be submitted as part of the Variance process. COMMENT: 2-06.4.9.H.5.a – Provide a vehicle parking space calculation the shows the gross floor area used, ratio used, number required & provided along with the number of accessible spaces required & provided to include the number of van accessible spaces required & provided. The gross floor area includes any outdoor areas necessary to provide the service to the public or conduct the activity.

7. This comment was not addressed correctly. Review UDC Article 7.4.6.H.3 and provide the correct wheel stop location dimension for both the detail on sheet 4 & 11. COMMENT: 2-06.4.9.H.5.a – Provide a detail for a standard vehicle parking space. This detail shall include a location dimension for the wheel stops shown on the plan, see UDC Article 7.4.6.H.3.

8. The bicycle parking space calculation does not appear to be correct. Per UDC Article 7.4.3.F.4 the GFA for bicycle parking includes the outdoor areas used for sale of merchandise. Also based on 6 short-term bicycle racks provided on the detail the number of short-term spaces provided should be 12, see UDC Article 7.4.9.B.2.d. COMMENT: 2-06.4.9.H.5.d – Provide a short- & long-term bicycle parking space calculation the provides the number required & provided.

9. This comment was not fully addressed, demonstrate how the requirement of UDC Articles 7.4.9.B.1.e & 7.4.9.D.5 are met. Review the dimensions provided on the bicycle parking detail as some are not correct. COMMENT: 2-06.4.9.H.5.d – Provide a detail for the short- & long-term bicycle parking the demonstrates how the requirements of UDC Article 7.4.9 are met.

10. COMMENT: 2-06.4.7.A.6 – If a variance is applied for and approved provide the Board of Adjustment for Variance case number adjacent to the title block on all sheets and provide a general note stating the case number, date of approval, what was modified and if applicable any conditions of approval.

1. This comment was not adequately addressed - Please remove the RFS from the NPP inventory and protect in place, otherwise provide documentation from David Marhefka that allows removal.
2. Provide a detail to show tree planting with root barrier adjacent to walkways.
3. Engineer Comment – Curb inlets have been identified, but they don’t work the grading plan. Please revise grading plan to maximize water harvesting. Engineer Comment – the water harvesting basin does not account for 2” of d.g. 6. Engineer Comment Maximizing water harvesting has not been achieved with this grading plan. Most water is directed to the detention basin, which doesn’t meet the Water Harvesting requirements - Grading, hydrology, and landscape plans must be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The water harvesting and grading plans shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. UDC 7.6.6.C.2. The landscape, water harvesting, and grading plans must match.
6. Please identify the project monitor prior to any grading activities, UDC 7.7.5. On-monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer for all residential development that is over five acres and for all commercial and industrial development that is over one acre . The monitoring must be performed by an individual who is qualified in arid lands native plant resource identification and protection as specified in UDC Section 7.7.4.D, Professional Expertise. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file.

08/24/2022 LOREN MAKUS ENGINEERING REVIEW Reqs Change 1. Revise the plans and all documents to show all landscape areas depressed between 6 and 9 inches. This should be reflected in all plans and documents. The surface of the depressed areas will be counted to the top of any ground cover.
2. As previously commented, show how water harvesting will be maximized. UDC 7.6.6.2 requires the use of all runoff to the maximum extent possible. Slopes shown on the grading plan are not consistent and don't show maximum water harvesting.
3. Revise the solid waste container enclosure to provide bollards at the sides of the enclosure as well as the rear in accordance with the technical standard.
