This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 24, 2023 2-06.3.0 FORMAT REQUIREMENTS 1. COMMENT: 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet. See requirements below. 2. COMMENT: 2-06.3.12 – The Sheet List Table does not appear to match the number of sheets submitted. The list has 37 sheets and only 35 were submitted. CONTENT REQUIREMENTS 3. COMMENT: 2-06.4.2.B – Provide a brief legal description within the title block on all sheets. 4. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block on all sheets. 5. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0072, adjacent to the title block on all sheets. 6. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, and provide the following information. 7. COMMENT: 2-06.4.4.A – Show the subject property approximately centered within the one square mile area of the location map. 8. COMMENT: 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; on the location map. 9. COMMENT: 2-06.4.4.C – Label the section, township, and range; section corners; north arrow; and the scale on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 10. COMMENT: 2-06.4.7.A.1 - List as a general note: "Existing zoning is I-2." 11. COMMENT: 2-06.4.7.A.2 – As a general note list the gross area of the site/subdivision by square footage and acreage. 12. COMMENT: 2-06.4.7.A.4 – As a general note identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 13. COMMENT: 2-06.4.7.A.6.a - Provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) & UDC ARTICLE 5.6 AIRPORT ENVIRONS ZONE (AEZ)”. 2-06.4.7.A.8 - For development package documents provide: 14. COMMENT: 2-06.4.7.A.8.a – As a general note provide the floor area for all buildings and any outdoor areas necessary to provide the service to the public or conduct the activity. 15. COMMENT: 2-06.4.7.A.8.b – Pre UDC Article 5.6.8.C.1.b provide a Floor Area Ratio calculation on the plan that meets the requirements of UDC Article 6.4.6. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 16. COMMENT: 2-06.4.8.A - 17. COMMENT: 2-06.4.8.B – Show all easements of record on the plan along with the recordation information. There is a 10’ utility easement along the north property line and a sewer easement that encroaches at the southwest corner of the site. 18. COMMENT: 2-06.4.8.C – Provide the following information for Old Vail Rd on the plan: right-of-way width, dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 19. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 20. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 21. COMMENT: 2-06.4.9.H.5 – For the eight (8) parking spaces shown south of the building provide a width dimension form the “STEEL DOCK RAMP” to the vehicle parking spaces. Per UDC Figure 7.4.6-A and Table 7.4.6-1 the minimum width of a PAAL that provides access to 90-degree parking is 24’. Also, if the “STEEL DOCK RAMP” has any obstructions greater than 6” tall the PAAL must be setback 2’-0”, see UDC Article 7.4.6.F.2.b. 22. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. That said demonstrate on the plan how vehicles will be prevented from accessing the sidewalk along the striped area located between the accessible parking spaces shown along the north side of the building. 23. COMMENT: 2-06.4.9.H.5.a – Provide a vehicle parking space calculation the shows the gross floor area used, ratio used, number required & provided along with the number of accessible spaces required & provided to include the number of van accessible spaces required & provided. The gross floor area includes any outdoor areas necessary to provide the service to the public or conduct the activity. 24. COMMENT: 2-06.4.9.H.5.a – Provide a detail for a standard vehicle parking space. This detail shall include a location dimension for the wheel stops shown on the plan, see UDC Article 7.4.6.H.3. 25. COMMENT: 2-06.4.9.H.5.d – Provide a short- & long-term bicycle parking space calculation the provides the number required & provided. 26. COMMENT: 2-06.4.9.H.5.d – Provide a detail for the short- & long-term bicycle parking the demonstrates how the requirements of UDC Article 7.4.9 are met. 27. COMMENT: 2-06.4.9.H.5.d – Clearly shown the location of the short- & long-term bicycle parking on the plan. There is a note that points to a vehicle parking space near the northwest corner of the building that calls out bicycle parking. If you are proposing to located the bicycle parking in a vehicle use area clearly demonstrate that the requirements of UDC Article 7.4.9.B.1.g are met. 28. COMMENT: 2-06.4.9.Q – Provide the square footage, height and use of all structures, including the greenhouse & forage shed, within the footprint of the building(s). 29. COMMENT: 2-06.4.9.R – Demonstrate how a parking vehicle will not encroach into the required 4’-0” sidewalk shown along the west side of the building. Based on a 2’-6” vehicle overhang, UDC Article 7.4.6.H.3 a parking vehicle will reduce the sidewalk to 2’-6” in width. 30. COMMENT: 2-06.4.9.W – Provide a general note stating that all signs require separate permits. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. 2. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 3. The Unified Development Code (UDC) requires all new development or an expansion of less than 25% of an existing development submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10. 4. The vegetation within the right of way shall not be removed unless approved by the Department of Transporation and Mobility at the location of the curb cut. The existing vegetation there is part of a master plan street tree planting. Please remove from the NPP inventory and protect in place. 5. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g. 6. Please place the legend on the planting plan for ease of review. This legend doesn’t match with the planting plan, nor do the symbols. 7. Please label the existing and future rights of way for all adjacent public streets, UDC 7.6.4.C.2.a. 8. The double loaded parking area and the southern parking does not maximize shade in the parking area. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements, and it is required to meet all. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.B.1.a., UDC Technical Standards Manual 5-01-.3.2. 9. Please place the irrigation legend on the same page as the irrigation plan for clarity. 10. Please add/call out soil moisture gauge/tensiometers and rain shut-off device on irrigation plans and details. UDC Tech Standards 4.01-2.A. 11. Provide spot elevations. 21. Retention/detention basins should be designed naturally and organically, whenever practicable. Square and rectangles are not organic shapes. 22. The basin floor requires something other than bare dirt, hydroseed or rock larger than 4” is acceptable. 23. UDC 7.7.6 The monitor is responsible for an assessment of the condition of the site’s plants one year after the final inspection has been performed on the site. The monitor shall visit the site and prepare a report on plant status, including general plant condition, the identification of plants under stress and the appropriate method to relieve the stress, and recommendations for replacement of plants that are dead or dying. Dead or dying plants must be replaced with the same size plant at a one-to-one ratio of like genus and species. Copies of the report must be submitted to the site owner/developer and to PDSD. The owner must respond to the plant needs as outlined in the status report within six months of report submittal or within a shorter period if required to improve the health of stressed plants and prevent plant loss.
