This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 21, 2023 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 1. COMMENT: 2-06.2.2 – There are numerous references and calculations that are based on the Land Use Code (LUC) on the plans, i.e. development designator, vehicle & bicycle parking, loading etc. Remove all references to the LUC from the plan as the LUC has not been applicable since 2011. Review the Unified Development Code (UDC) and provide the correct references and calculations. The UDC can be found at: https://www.tucsonaz.gov/pdsd/codes-plans. CONTENT REQUIREMENTS 2. COMMENT: 2-06.4.1 – Provide the phone number and email address for the Owner listed on sheet 1. 3. COMMENT: 2-06.4.2.D – The page number and total pages listed on sheets 12-19 are not correct. 4. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0066, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 5. COMMENT: 2-06.4.7.A.4 – The use specific standard listed under Development Plan General Note 3 is not correct. Review UDC TABLE 4.8-4: PERMITTED USES - COMMERCIAL AND MIXED USEZONES, C-3 zone and provide the correct reference. 6. COMMENT: 2-06.4.7.A.4 – Under “PROJECT DATA” remove the development designators from the uses as they are no longer applicable. 7. COMMENT: 2-06.4.7.A.6.a – Provide the Special Exception (SE) case number, T22SE0001, adjacent to the title block on all sheets. Until the SE is approved by Mayor & Council this DP cannot be approved. 2-06.4.7.A.8 - For development package documents provide: 8. COMMENT: 2-06.4.7.A.8.b – Under “PROJECT DATA” remove the “FLOOR AREA RATIO” from the plan as it is no longer applicable. 9. COMMENT: 2-06.4.7.A.8.c – Provide a building area expansion calculation on the plan. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 10. COMMENT: 2-06.4.8.B – There is an “EXIST 15’ WATER EASMENT DOCKET 12109 PAGE 481” located under the proposed building. This easement will need to be abandoned prior to approval of this DP. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 11. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation for “DAVID’S BRIDAL” is incorrect. Review UDC TABLE 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, RETAIL TRADE USE GROUP and provide a correct calculation. 12. COMMENT: 2-06.4.9.H.5.a – Under the “HANDICAP ACCESSIBLE PARKING” calculation provide the number of van accessible spaces required & provided. 13. COMMENT: 2-06.4.9.H.5.a – As there are wheel stops shown on the plan and parking space details provide location dimension that meets the requirements shown under UDC Article 7.4.6.H.3. 14. COMMENT: 2-06.4.9.H.5.c – The loading space calculation for “CHICK-FIL-A” is not correct. Review UDC TABLE 7.5.5-A: REQUIRED LOADING AREAS” and provide a correct calculation. 15. COMMENT: 2-06.4.9.H.5.d – The bicycle parking space calculation is not correct. Review UDC Table 7.4.8-1: Minimum Required Bicycle Parking Spaces and provide a correct calculation. This calculation shall show the number of short- & long-term bicycle spaces required & provided. 16. COMMENT: 2-06.4.9.H.5.d – As the COT PDSD Site Inspectors do not carry a copy of the UDC revised the short-term bicycle parking to demonstrate how the requirements of UDC Articles 7.4.9.B.1.e, 7.4.9.B.2.a, 7.4.9.B.2.f & 7.4.9.C.2.a are met. Also, for the long-term demonstrate how the requirements of UDC Articles 7.4.9.B.1.e is met. 17. COMMENT: 2-06.4.9.L – There is a proposed “15’ PUBLIC WATER EASEMENT” shown on the plan. This easement will need to recorded prior to approval of this DP. Once recorded provide the sequence number on the plan. 18. COMMENT: 2-06.4.9.O – The setbacks listed for the north & east under “PROJECT DATA” are not correct. Based on the definition of Established Area Setback and site that has frontage on a street designated on the COT MS&R map is considered developing area. That said, per UDC Article 6.4.5.C.2 and Table 6.4.5.C-1 the required street setbacks are 21’ or the height of the proposed exterior building wall, great of the two. 19. COMMENT: 2-06.4.9.Q – The maximum building heights listed under “PROJECT DATA” for the “MEDICAL SERVICE” & “FOOD SERVICE” are not correct. Review UDC TABLE 6.3-4.A: DIMENSIONAL STANDARDS FOR THE C-1, C-2, C-3, OCR-1, & OCR-2 ZONES, C-3 Zone and provide the correct height. 20. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.C A sidewalk is required adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAALs intervene. That said, provide the required sidewalk along the west side of the building. 21. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. That said, provide the required sidewalk along the south side of the building. 22. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. 2. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 3. Please include the NPP plan within the Development Plan set. 4. Please provide all landscape calculations on the landscape plan, not on the cover sheet, including required trees for the parking areas for ease of review, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g. 5. Please label the existing and future rights of way for all adjacent public streets, UDC 7.6.4.C.2.a. 6. Trees in the parking areas do not meet the intent of the UDC. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements, and it is required to meet all. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.B.1.a., UDC Technical Standards Manual 5-01-.3.2. 7. Please distinguish between the mitigation/salvage plants and the other required plants on the legend, symbol or any other method that would communicate the information. Grading/hydrology, and landscape plans must be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. UDC 7.6.6.C.2. The landscape, water harvesting, and grading plans must match. 15. Identify the point of drainage off roof areas, amount of flow, and disposition of flow. 16. Identify curb inlets/splash pads to landscape areas on water harvesting or landscape plans. 17. Indicate basin inlets/outlets on both landscape and water harvesting plans. Provide spot elevations. 18. Please redo native plant mitigation calculations, plants not within the site cannot be counted as PIP. 19. Please provide photos of low viability trees on site or adjust the number of viable trees. On sheet 2 JMC Engineering Note 14 and Grading Note 3 call out two different Geotechnical Engineering firms and investigation reports. Please revise these notes and check all notes and call outs for consistency. 4. Sidewalks are required along the south and west sides of the proposed building per Technical Standards Manual section 7-01.4.1.B and section 7-01.4.1.C. 5. Revise the Keynote 12 on the site plan to reference the COT Technical Standards Manual section 8.01. 6. As the site plan is proposing a single container trash enclosure and a double the trash enclosure detail on page 8 needs to include both. Also they need to match Figures 3A and 3B from TSM section 8-01.9.0. 7. Show how water harvesting is being maximized, the only curb cuts or openings to landscaped areas shown on the plans is to the existing large retention basin. 8. The site is in a balanced basin. Balanced basin detention and first flush retention are required.
