COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 08, 2023

CONTENT REQUIREMENTS

1. This comment was not addressed for sheets 12-17. COMMENT: 2-06.4.2.B – Provide a brief legal description within the title block.

2. This comment was not addressed for sheets 12-17. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0053, adjacent to the title block on all sheets.

2-06.4.7.A - Zoning and Land Use Notes

3. This comment was not addressed correctly. “GENERAL BUSINESS” is not a use classified in the UDC. The use should be “Automotive - Minor Service and Repair, Automotive Washing - Self Service, subject to Use Specific Standard 4.9.13.E.” COMMENT: 2-06.4.7.A.4 - Permitting Note 2 lists the project as “GENERAL BUSINESS AND IS PERMITTED IN ACCORDANCE WITH SECTION ______ OF THE PIMA COUNTY ZONING CODE”. This note is not correct as this site is not within Pima County judication. Review UDC TABLE 4.8-4: PERMITTED USES - COMMERCIAL AND MIXED-USE ZONES; C-2 ZONE, and provide the correct use and any applicable Use Specific Standards.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

4. Zoning acknowledges that a PDMR will be applied for. If approved provide the PDMR case number adjacent to the title block on all sheets and provide a general note stating the case number, date of approval, what was modified and if applicable any conditions of approval. The PDMR must be approved prior to approval of this DP. COMMENT: 2-06.4.9.H.5 – The 8’-6” queue access lanes do not meet the width requirements for a one-way access lane see UDC Table 7.4.6-2: MOTOR VEHICLE USE AREA DIMENSIONS CONTINUED.

5. A Technical Standard Modification Request (TSMR) is required to modify the required sidewalk to Speedway and use the sidewalk along Magnolia for the connecting. If approved provide the PDMR/TSMR case number adjacent to the title block on all sheets and provide a general note stating the case number, date of approval, what was modified and if applicable any conditions of approval. The PDMR/TSMR must be approved prior to approval of this DP. The PDMR/TSMR can be submitted as a single submittal with a single fee. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.A show the required sidewalk out to Speedway Blvd.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. Civil Comment - The southern basin doesn’t appear to have any water directed to it. Show how water harvesting is being maximized.
2. Civil Comments- Identify curb inlets/splash pads to landscape areas on grading and/or site plan. Include spot elevations.
3. Civil Comments The detail for depressed water harvesting basin should be 6” min. to 9” max.
4. This comment was not adequately addressed – Please label the existing and future rights of way for all public streets, UDC 7.6.4.C.2.a, it conflicts with Civil plans, and it appears that the basin and some landscape is within the right of way. Please revise and clarify.

2. Demonstrate how the site is maximizing water harvesting by providing curb cuts on the small landscaped islands in the parking lot and the landscaped strip between the parking area and the stacking queue.
3. It looks like the site is easily achieving the first flush requirements with just basin 2, but for future reference basin 1 is only receiving offsite runoff and passive rainwater and would be considered a non-contributing basin for first flush calculations.
