COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is February 16, 2023

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.2.D – The total number of sheets on sheets 1-5 & 10-12 is not correct.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. This comment was not addressed. Per UDC Article 4.5 MORE RESTRICTVIE ZONING I-1 zoning is not more restrictive than C-2 and the final plat that created the parcels involved with this project was recorded in 1997 not prior to 1948. Per UDC Article 1.4.F Zoning Boundary Conflict. If any question arises concerning the location of a land use zoning boundary, the Zoning Administrator renders a final decision and determination on the matter in conformance with Section 1.5.1, Determination by the Zoning Administrator. Provide written documentation that the Zoning Administrator agrees with your assessment of this code issue. COMMENT: 2-06.4.7.A.6 – Per UDC Table 4.8-5: PERMITTED USES - INDUSTRIAL ZONES, Residential Land Use Group With Land Use Class/Type: Multi-Family development is not an allowed use in the P-I and I-1 zones a rezoning for this project is required. Contact John Beall, John.Beall@tucsonaz.gov for the rezoning requirements.


3. COMMENT: 2-06.4.7.A.6.a – Zoning and Land Use Note 7 is not correct. As Valencia Rd is designated as an Arterial Gateway on the COT MS&R Map provide a general note stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) & UDC ARTICLE 5.5 GATEWAY CORRIFOR ZONE (GCR)”

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

4. COMMENT: 2-06.4.8.A - Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot.

5. COMMENT: 2-06.4.8.B – Per final plat “Campbell at the Airport Lots 1 Thru 22 recorded under Book 49 Page 38, there are numerous easements on this site. Show the easements on the plan. If any existing easements are located within the building footprints they will need to be abandoned prior to approval of this DP.

6. COMMENT: 2-06.4.8.C – Dimension the pavement & sidewalk width, curb & sidewalk location for Valencia and Del Moral on the plan.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

7. COMMENT: 2-06.4.9.E – There appears to be some type of lot combination/reconfiguration proposed. Clarify what you are proposing.

8. COMMENT: 2-06.4.9.H.5 – Show the required 1’-0” setback from the PAAL to the proposed covered parking, see UDC Article 7.4.6.F.2.a.(1).

9. COMMENT: 2-06.4.9.H.5.a – The required number of accessible vehicle parking spaces is not correct. Per 2018 IBC Chapter 11 Table 1106.1 401 to 500 vehicle parking spaces provided the required number is 9. Also provide the required and provided number of van accessible space within the calculation, see 2018 IBC Chapter 11 Section 1106.5.

10. COMMENT: 2-06.4.9.H.5.a - Provide a detail for a standard vehicle parking space.

11. COMMENT: 2-06.4.9.H.5.d – The long-term bicycle parking spaces is not correct. The total number of bedrooms is not correct.

12. COMMENT: 2-06.4.9.H.5.d – As some of the short-term bicycle parking is located near building wall show the required 2’-6” dimension on the detail, see UDC Article 7.4.9.B.2.g

13. COMMENT: 2-06.4.9.H.5.d – Clearly demonstrate how the requirement of UDC Article 7.4.9.B.1.e is met for the short-term bicycle parking.

14. COMMENT: 2-06.4.9.J – If the curb along Valencia is not in the correct location based on COT MS&R plan street cross section show the future curb on the plan.

15. COMMENT: 2-06.4.9.O – Per final plat “Campbell at the Airport Lots 1 Thru 22 recorded under Book 49 Page 38, there is a 60’ Building Setback along Valencia and a 40’ Building Setback along Del Moral. Show the setback lines on the plan.

16. COMMENT: 2-06.4.9.O – The proposed covered parking along Valencia & Del Moral appear to be within the platted setbacks, a Board of Adjustment will be required to reduce the setback.

17. COMMENT: 2-06.4.9.V – Demonstrate how mail delivery will be handled for this site.

18. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also provide a general note stating all signage requires separate permits.

One or more of the required access routes meeting this condition shall be located not less than 15’ and not greater than 30’ from the building, and shall be positioned parallel to one entire side of the building. The side of the building on which aerial apparatus access road positioned shall be approved by the fire code official. - Your distances exceed the 30’ you will need to move your buildings so that they are code compliant. This is not an appealable item.
