05/04/2022 | STEVE SHIELDS | ZONING | REVIEW | Reqs Change | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: 935 W Grant – Site Fence Development Package (1st Review) DP22-0025 TRANSMITTAL DATE: May 04, 2022 DUE DATE: May 13, 2022 COMMENTS: Resubmit revised drawings and a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is April 17, 2023. 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 1. COMMENT: 2-06.2.4 – As a development package is used for review of site items remove all references to building code. i.e. Occupancy group, etc. 2-06.3.0 FORMAT REQUIREMENTS 2. COMMENT: 2-06.3.12 – The sheet index is not correct and should list all 3 sheets. CONTENT REQUIREMENTS 3. COMMENT: 2-06.4.1 – Provide the name, mailing and email addresses, and phone number of the primary property owner of the site on the right half of the cover sheet. 4. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0025, adjacent to the title block on all sheets. 5. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, 6. COMMENT: 2-06.4.4.C – Label the section corners on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 7. COMMENT: 2-06.4.7.A.1 - List as a general note: "Existing zoning is I-1." 8. COMMENT: 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 9. COMMENT: 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. Under “OCCUPANCY GROUP” you list “M(MERCHANTILE)”, under “LAND USE” you list “COMMUNICATIO-WIRELESS”. Clarify what the existing and proposed use is and provide any applicable Use Specific Standards as a general note. 10. COMMENT: 2-06.4.7.A.6.a – As Grant Rd is designated as an Arterial on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) 11. COMMENT: 2-06.4.7.A.6.a – Sheet 1 note 6 you list “PARK AND 18th” this site does not boarder on either of these streets. 2-06.4.7.A.8 - For development package documents provide: 12. COMMENT: 2-06.4.7.A.8.a - 13. COMMENT: 2-06.4.7.A.8.b – Remove the reference to “LOT COVERAGE CALULATION” as lot coverage is not applicable to this project, see UDC TABLE 6.3-5.A: DIMENSIONAL STANDARDS FOR THE P-I, I-2, & I-2 ZONES. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 14. COMMENT: 2-06.4.8.B – Per Final Plat Grant Interstate Commons, recorded in Book 46, Page 27 there is an existing 24’ PRIVATE INGRESS/EGRESS ESMT that runs along the south side of this site. Show this easement on the plan and demonstrate that the proposed fence does not encroach into this easement. A portion of this easement may need to be abandoned prior to approval of this DP. 15. COMMENT: 2-06.4.8.C – Provide the following information for Grant Rd: dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 16. COMMENT: 2-06.4.9.A – As this site is made up of three (3) parcels, 115-16-040C 115-16-0410 & 115-16-0420, a lot combination is required. Either provide the approved Combo Request form or a recorded Covenant Regarding Development and Use of Real Property with your next submittal. Contact the Pima County for the Combo Request and/or the covenant can be found at: https://www.tucsonaz.gov/files/pdsd/Covenant_Regarding_Development_and_Use_of_Real_Property_UDC.pdf 17. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 18. COMMENT: 2-06.4.9.H.5 – Provide an access lane width dimension from the proposed fence north to the landscape island. Minimum width for the access land is 20’-0”, UDC Table 7.4.6-2 and also demonstrate that the requirements of UDC Article 7.4.6.F.2.b are met. 19. COMMENT: 2-06.4.9.H.5.a – Provide a vehicle parking space calculation that provides the correct use, ratio used, number required & provide. Until the use is clarified, see comment 9 is addressed Zoning cannot verify vehicle parking requirements. 20. COMMENT: Sheet 1 note 4 you list “DIMENSIONAL STANDARDS PER UDC TABLE 4.8.5”, Table 4.8.5 is permitted uses not dimensional standards. Either revise this note to reference the correct table or remove it from the plans. 21. COMMENT: Under “SCOPE OF WORK” you list “75 LINEAR FT OF 7’ TALL EXPOSED TOP CORRUGATED METAL FENCE” but the “DETAIL FOR FENCE” shows “3’”, clarify which is correct.
