This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is February 10, 2023 CONTENT REQUIREMENTS 1. This comment was not fully addressed. Provide the case number on sheets 12-21. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0022, adjacent to the title block on all sheets. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2. Based on your comment response this not a phased project. That said remove all references to Phasing from the plan. COMMENT: 2-06.4.9.G – As you are proposing a phased project clearly show how the proposed “PHASE 1” can function until “PHASE 2” is built or if “PHASE 2” doesn’t get built. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. This comment was not adequately addressed - Remove Right of Way notes if no work, as indicated, is to be done in the right of way. 2. Please label the existing and future rights of way for Benson Hwy UDC 7.6.4.C.2.a. 3. Chilopsis linearis is not considered a canopy tree, please replace some with a tree that will provide maximum shade. 4. This comment was not addressed adequately - Please add/call out soil moisture gauge/tensiometers and rain shut-off device on irrigation plans and details. UDC Tech Standards 4.01-2.A. 5. Please show point of connection and water meter. Please indicate the installation of a private submeter if a separate irrigation meter is not being provided. UDC Technical Standards 4-01.6.1.A.1. 6. This comment was not adequately addressed - Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4., please be specific. 7. It is not clear how on-site water is being directed into landscape areas and the grading plan conflict with the water harvesting plan. It appears that most water is directed into the detention basin, which contains limited plant material, and the whole cannot be counted towards water harvesting requirements, only area where there are plants. 8. This comment was not adequately addressed - Grading, hydrology, and landscape plans must be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. UDC 7.6.6.C.2. The landscape, water harvesting, and grading plans must match. 9. This comment was not adequately addressed - Identify curb inlets/splash pads to landscape areas on water harvesting or landscape plans. 10. This comment was not adequately addressed - Indicate basin inlets/outlets on both landscape and water harvesting plans. Provide spot elevations. 11. Mitigation plants cannot be counted towards street landscape or parking area requirements.
