This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is January 26, 2023 CONTENT REQUIREMENTS 1. This comment was not addressed for sheet 17 – 24. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block. 2. This comment was not addressed for sheet 17 – 24. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0011, adjacent to the title block on all sheets. 3. This comment was not addressed for sheet 17 – 24. COMMENT: 2-06.4.3 – Provide the rezoning case number, C9-21-10, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 4. COMMENT: 2-06.4.7.A.3 - Zoning acknowledges that this comment should have been provided on the 1st review but provide the proposed zoning “C-2” under Zoning on the Site Date table. 5. COMMENT: 2-06.4.7.A.4 – Zoning acknowledges that this comment should have been provided on the 1st review but provide the Use Specific Standards 4.9.10.C.3 & .6, under the use listed in the Site Data table. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 6. The relocation of existing easements will need to be completed prior to approval of this DP. COMMENT: 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 7. The provided detail does not show the wheel stops shown on the plan. Show the wheels on the detail and provide a wheel stop location dimension that meet the requirements of UDC Article 7.4.6.H.3. COMMENT: 2-06.4.9.H.5.a – Provide a standard parking space detail on the plan. These details shall match what is proposed on the plan. 8. The detail does demonstrate compliance with UDC Articles 7.4.9.B.1.e, 7.4.9.B.2.a, 7.4.9.B.2.g & 7.4.9.C.2.a. COMMENT: 2-06.4.9.H.5.d – Provide a short-term bicycle parking detail that demonstrates how the requirements of UDC Articles 7.4.9.B.1, .2 & 7.4.9.C are met. 9. This comment was not addressed correctly. As Midvale Park Rd is designated as an Arterial on the COT MS&R Map the required street perimeter yard setback to Midvale Park is based on an ADT of 1,000 or greater, and should be 21’ or H = The height of the proposed exterior building wall, greater of the two and as Midvale Park Rd is not at full width the setback is measured from back of future curb. The street perimeter yard setback for Commerce Ct. is based on an ADT over 140 but less than 1,000, and should be 21’ or H = The height of the proposed exterior building wall, greater of the two measured from the outside edge of the nearest adjacent travel lane. COMMENT: 2-06.4.9.O – Provide a street perimeter yard setback based on UDC Article 6.4.5.C.2 & Table 6.4.5.C-1. 10. COMMENT: 2-06.2.2 – As this DP has not yet been approved remove all deltas and clouds from the plan. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. The development package cannot be approved until the rezoning is approved by the Mayor & Council. Additional comments may apply when rezoning conditions are finalized 2. The NPP calculations are incorrect, trees designated Medium viability require mitigation, including hybrids, as cross-pollination has occurred throughout the City. There are 9 trees that require mitigation. Please revise. Please note that mitigation trees are in addition to trees required for parking and landscape borders. 3. The Zoning Examiner’s report also requires a 10’ street landscape border along Midvale Park Blvd. Please add groundcover and shrubs to cover at least 50% of the ground surface. 4. Check Plant Schedule, 4 Palo Verdes are shown, only 3 are listed in the schedule. Calliandra californica is spelled incorrectly. This species does not provide a 5’ vegetative screen. 5. Please indicate the installation of a private submeter if a separate irrigation meter is not being provided. UDC Technical Standards 4-01.6.1.A.1. If the meter shown is for irrigation only, please label as such. 6. This comment was not adequately addressed by Civil. The grading plan and water harvesting plan do not meet the requirements of the water harvesting ordinance and technical standard. a. The catchment areas must provide water to the infiltration areas. Revise the grading to direct runoff to the landscape infiltration areas to the maximum extent possible. b. Catchment areas in the water harvesting table can only count the areas that are directed to the landscape infiltration areas. c. Clearly show the areas in each catchment area and the areas of effective infiltration and water harvesting. d. UDC section 7.6.6.C requires the use of all runoff to supplement irrigation. Show how this is attained. e. Show rooftop drainage patterns and show how they are incorporated into the water harvesting calculations. f. Water harvesting areas should be depressed between 6 and 9 inches. These areas can be counted toward first flush retention requirements. g. The water harvesting and grading plans must match. h. Identify curb inlets/splash pads to landscape areas on water harvesting and landscape plans. i. Please add a detail to show depressed landscape areas or indicate with notes. The property is zoned Commercial Zone 1 (C-1) but is being rezoned to Commercial Zone 2 (C-2) - as part of City of Tucson Rezoning Case C9-21-10, with the proposed development containing an indoor commercial storage use. This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority approves the 2nd submittal of this project and has no additional comments to provide.
