Development Package (1st Review) DP22-0011 TRANSMITTAL DATE: March 4, 2022 DUE DATE: February 28, 2022 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is January 26, 2023 CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block. 2. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0011, adjacent to the title block on all sheets. 3. COMMENT: 2-06.4.3 – Provide the rezoning case number, C9-21-10, adjacent to the title block on all sheets. 4. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, and provide the following information. 5. COMMENT: 2-06.4.4.A – Show the subject property approximately centered within the one square mile area; 6. COMMENT: 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 7. COMMENT: 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 8. COMMENT: 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 9. COMMENT: 2-06.4.7.A.4 – The use group & use listed under Site Data Land Use is not correct. The use group should be Storage Use Group and the use should be Personal Storage. 10. 2-06.4.7.A.6.a – Provide a general note stating the rezoning case number, date of approval, and the conditions of rezoning on the DP. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 11. COMMENT: 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 12. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 13. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. That said there are numerous areas that there appear to be no barriers: a. Along the west side of the eastern retention/detention basin. b. Along the wester edge of the western most parking up to the dumpster location. c. Along the north and west side of the southern retention/detention basin. 14. COMMENT: 2-06.4.9.H.5 Per UDC Article 7.4.6.F.2.b Access lanes and PAALs must be setback at least two feet from a wall, screen , or other obstruction over six inches. The additional area is necessary to provide clearance for fire, sanitation, and delivery vehicles. Clarify the height of the proposed retaining wall called out along the north property line and if over 6’ in height show the required 2’-0” setback. 15. COMMENT: 2-06.4.9.H.5.a – Provide a standard parking space detail on the plan. These details shall match what is proposed on the plan. 16. COMMENT: 2-06.4.9.H.5.a – Sheet C502 ADA Accessibility Signage detail provide a mounting height for he signs. 17. COMMENT: 2-06.4.9.H.5.a – As parking vehicles are allowed to encroach over the sidewalk shown along the east side of the building clearly demonstrate that a 4’-0” sidewalk is maintained when a vehicle is allowed to overhang 2’-6”, see UDC Article 7.4.6.H.3 & TSM Section 7-01.4.3.A. 18. COMMENT: 2-06.4.9.H.5.d – Provide a short-term bicycle parking detail that demonstrates how the requirements of UDC Articles 7.4.9.B.1, .2 & 7.4.9.C are met. 19. COMMENT: 2-06.4.9.O – The “10’ BUILDING SETBACK” shown on the plan is not correct, per UDC TABLE 6.3-4.A: DIMENSIONAL STANDARDS FOR THE C-1, C-2, C-3, OCR-1, & OCR-2 ZONES, C-2 Zone, non-residential use to a non-residential zone the required interior perimeter yard setback is 0’-0”. 20. COMMENT: 2-06.4.9.O – Provide a street perimeter yard setback based on UDC Article 6.4.5.C.2 & Table 6.4.5.C-1. 21. COMMENT: 2-06.4.9.Q – Provide the height of the proposed building within the foot print of the building. 22. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.A At least one sidewalk is required to a project from each street on which the project has frontage. Provide the required sidewalk out to Commerce Ct. 23. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located (See Figure 1). Provide the required sidewalk along the entire north, south and west sides of the building. 24. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.3.3.B The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas. Show the required sidewalk to the dumpster. 25. COMMENT: 2-06.4.9.U – Indicate graphically, where possible, compliance with conditions of rezoning. 26. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. 2. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 3. The Zoning Examiner’s report to the Mayor & Council indicates that “some volunteer plants and trees have since grown, and an existing plant inventory will be required with the submittal of a development package to ensure that the same or greater quality/quantity of plants are planted on-site to offset existing vegetation loss and mitigate increased asphalt area and heat island effect.” Additional trees are required to offset the 22 plants that will be removed from the site. 4. The Zoning Examiner’s report also requires a 10’ street landscape border along Midvale Park Blvd. Please add groundcover and shrubs to cover at least 50% of the ground surface. 5. Please move trees closer to parking spaces on the west side at the retention basin. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.B.1.a., UDC Technical Standards Manual 5-01-.3.2. Further, there may be other species that are more appropriate for shade than Palo Verde. 6. Please add/call out soil moisture gauge/tensiometers and rain shut-off device on irrigation plans and details. UDC Tech Standards 4.01-2.A. 7. Provide a detail to show tree planting with root barrier adjacent to walkways. 8. The grading plan and water harvesting plan do not meet the requirements of the water harvesting ordinance and technical standard. a. The catchment areas must provide water to the infiltration areas. Revise the grading to direct runoff to the landscape infiltration areas to the maximum extent possible. b. Catchment areas in the water harvesting table can only count the areas that are directed to the landscape infiltration areas. c. Clearly show the areas in each catchment area and the areas of effective infiltration and water harvesting. d. UDC section 7.6.6.C requires the use of all runoff to supplement irrigation. Show how this is attained. e. Provide a planting inventory or some other mechanism so we can confirm the canopy areas for each water harvesting infiltration area. Ensure all on-site landscape areas are accounted in the canopy area. f. Show rooftop drainage patterns and show how they are incorporated into the water harvesting calculations. 9. Please distinguish between planting area decomposed granite and the surface cover for the retention basin. See below for requirements.
