This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is November 21, 2022. 2-06.3.0 FORMAT REQUIREMENTS 1. COMMENT: 2-06.3.5 – Remove the old “DEVELOPMENT PACKAGE PDSD APPROVAL” stamp from the plan as it is no longer used. An Electronic Stamp will be applied once the plan is approvable. CONTENT REQUIREMENTS 2. COMMENT: 2-06.4.1 – Provide the email addresses, and phone number of the owner listed on the cover sheet. 3. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0315, and rezoning case number, C9-12-14, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 4. COMMENT: 2-06.4.7.A.3 – Provide the rezoning, C9-12-14, conditions on the plan. 5. COMMENT: 2-06.4.7.A.3 – The proposed changes to this site do not match the last submitted preliminary development plan (PDP). Contact John Beall, Rezoning Section, and request written conformation that the proposed development is in compliance with the PDP. A Change to PDP may be required. 6. COMMENT: 2-06.4.7.A.4 – The use listed under General Note 3 is not correct and should be listed as Automotive: Minor Service and Repair, Automotive Washing - Self Service, Subject to Use Specific Standard 4.9.13.E. 7. COMMENT: 2-06.4.7.A.6.a – General Note 22 remove the reference to “UDC ARTICLE 5.5 GATEWAY CORRIDOR ZONE (GCZ)” as this site does not boarder on a street designated on the COT MS&R map as a Gateway. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 8. COMMENT: 2-06.4.8.C - The following information regarding Irvington & Midvale Park, dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 9. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 10. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 11. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. Per UDC TABLE 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, COMMERCIAL SERVICES USE GROUP, Automotive Washing, Self-Service, 0 spaces are required. The UDC does not reference the number of employees for the proposed use. 12. COMMENT: 2-06.4.9.H.5.d - The bicycle parking space calculation is not correct. Per UDC TABLE 7.4.8-1: MINIMUM REQUIRED BICYCLE PARKING SPACES, COMMERCIAL SERVICES USE GROUP, Car Wash, Self-Service, none required. If you are going to provide short-term bicycle parking as stated in the calculation, clearly show the location on the plan and provide a detail the demonstrates how the requirements of UDC Articles 7.4.9.B & .C are met. 13. COMMENT: 2-06.4.9.J – Show the future curb & sidewalk for both Irvington & Midvale Park on the plan. 14. COMMENT: 2-06.4.9.O – As the existing curbs along Irvington & Midvale Park are not at future location the required street perimeter yard setbacks listed under General Note 18 need to reference back of future curb. 15. COMMENT: 2-06.4.9.O – The “105’ MAJOR STREET AND ROUTE SETBACK for both Irvington & Midvale Park shown on the plan is not correct. Per UDC Article 6.4.5.C.2 & Table 6.4.5.C-1 the street perimeter yard setbacks are measured from the back of future curb and based on the height of the structure.
