This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is November 02, 2022. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0299, adjacent to the title block on all sheets. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2. COMMENT: 2-06.4.9.H.5.a – Provide a detail for the new angles vehicle parking spaces shown along the south side of the proposed building. This detail shall include the “A” Parking angle, “C” Space width, & “E” Curb length. Also include a location dimension for the proposed wheel stops. 3. COMMENT: 2-06.4.9.H.5.a – Provide a wheel stop location dimension for the wheel stops shown on the typical parking space details. 4. COMMENT: 2-06.4.9.H.5.a – On the parking space details there are two angled dimensions, 18.5’ & 13’, clarify what these dimensions are for. 5. COMMENT: 2-06.4.9.H.5.a – Provide the number required and provide for the vehicle parking spaces for the entire site. 6. COMMENT: 2-06.4.9.H.5.a – It does not appear that the percentage of “FOOD SERVICE” use shown under General Note 17 is correct. Zoning calculation shows 32,251 SF – Food Service for a 16.8%. 7. COMMENT: 2-06.4.9.H.5.d – The short-term bicycle parking location does not meet the requirements of UDC Article 7.4.9.C.2.a to the primary building entrance. 8. COMMENT: 2-06.4.9.J – As Campbell is designated on the COT MS&R map with a 120’ future right-of-way (ROW) show the location of the future curb on the plan. Zoning acknowledges that it appears that the ROW is at full width for the east side of Campbell. 9. COMMENT: 2-06.4.9.L – As some type of cross access is proposed provide a copy of the recorded agreement/easement with your next submittal. 10. COMMENT: 2-06.4.9.O – All street designed on the COT MS&R map are considered Developing Area for street perimeter yard setback purposes, see UDC Article 11.4.6 definition of Established Area Setback. That said the setbacks listed under General Note 16 for the West (Street) is not correct and should be based on UDC Article 6.4.5.C.2 and Table 6.4.5.C-1 ADT of 1,000 or greater. Also, once the future curb is shown, see comment 8 provide the correct setback dimension on sheet 3. 11. COMMENT: 2-06.4.9.R – As this site is not a stand-alone site from the overall shopping center demonstrate on the plan how the requirements of TSM Section 7-01.3.3.B are met from the proposed building to the existing buildings on site. 12. COMMENT: 2-06.4.9.R – The proposed “NEW WALL/FENCE” called out under Keynote 28 appears to have columns, provide sidewalk width dimensions that clearly show how wide the proposed sidewalks are along the north & west side of the patio shown along the northwest side of the proposed building and the south and west side of the patio shown along southwest side of the proposed building. It appears that at a minimum wheel stops will be required for all of the parking spaces shown along the west side of the proposed building. 13. COMMENT: 2-06.4.9.R – Based on the spot elevations provided it appears that the proposed access ramp for the southern most accessible access aisle will not work as shown on the plan. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. 7.6 Landscaping and Screening The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10. The parking area requires redesign to incorporate trees to maximize shade over asphalt. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 2. A 10’ minimum landscape border is required along Campbell Ave. 3. A Commercial Rainwater Harvesting plan is required UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening. 4. The landscape and grading plans must match. 6. Identify the point of drainage off roof areas, amount of flow, and disposition of flow. 7. Identify curb inlets to landscape areas. 8. Retention/detention basins should be designed naturally and organically, whenever practicable.
