COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is November 11, 2022.

CONTENT REQUIREMENTS

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

3. The parking space calculation is not correct. Per UDC TABLE 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, RETAIL TRADE USE GROUP the requirement is 1 space per 300 sq. ft. of GFA. For your information if the site meets the definition of a shopping center, see UDC Article 11.3.9.C.3 the parking requirement would be 1 space per 300 sq. ft. of GFA for the entire center. COMMENT: 2-06.4.9.H.5.a – As this project is part of a larger site, see comment 10, provide a vehicle parking space calculation for the entire site that includes the number required and the ratio used and the number provided. This calculation will include the number of accessible required & provided including van accessible.

4. Zoning acknowledges the bicycle parking space calculation and locations shown on the plan, but based on two (2) short-term bicycle racks shown on the plan the provided number of short-term bicycle parking spaces should be 4, see UDC Article 7.4.9.B.2.d. Also Zoning was unable to find details that meet the requirements of UDC Articles 7.4.9.B, .C & .D, provide the required details. COMMENT: 2-06.4.9.H.5.d – Review UDC Table 7.4.8-1: Minimum Required Bicycle Parking Spaces and provide a short- & long-term bicycle parking space calculation that includes the number required and the ratio used and the number provided. As both short- & long-term bicycle parking is required for this project provide a short- & long-term detail that meets the requirements of UDC Articles 7.4.9.B, .C & .D.

5. As this site is considered developing area the proposed canopy cannot encroach into the street perimeter yard setback along Thurber. A Board of Adjustment for Variance must be approved to allow the encroachment. Board of Adjustment application/requirements can be found at: https://www.tucsonaz.gov/files/pdsd/codes/Zoning_Administration_Application_BA_fillable.pdf. The Board of Adjustment is a separate submittal from this building plan and is submitted at: https://www.tucsonaz.gov/pdsd-filedrop, using the Submission Type “Zoning Administration”. COMMENT: 2-06.4.9.O – As all streets designed on the COT MS&R map are considered developing area for the purposes of perimeter yard setbacks the street perimeter yard setbacks are based on UDC Article 6.4.5.C and Table 6.4.5.C-1. Oracle Rd setbacks are measured from the back of future curb and Thurber is measured from the outside edge of the nearest adjacent travel lane. Provide the correct perimeter yard setback dimensions on sheet 4.
