COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is November 11, 2022.

2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS

1. COMMENT: 2-06.2.4 – The development package is designed to allow for concurrent review of any site related reviews. That said remove all references to the building code from the plan such as Occupancy, Toilet Facilities, etc., as they are not applicable to this review.

2-06.3.0 FORMAT REQUIREMENTS

2. 2-06.3.2 - The same scale shall be used for all sheets within the set.

3. COMMENT: 2-06.3.9 - The plan drawing shall be oriented with north toward the top of the sheet.

CONTENT REQUIREMENTS

4. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) on all sheets.

5. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0289, adjacent to the title block on all sheets.

6. COMMENT: 2-06.4.4 - The project-location map located on the first sheet of the development package shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile.

7. COMMENT: 2-06.4.4.C – The section, township, and range; section corners; north arrow; and the scale will be labeled on the location map.

2-06.4.7 - General Notes

10. 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

11. 2-06.4.8.A – Clarify why it appears that the site boundary lines are shown different on C-1 than on sheet SD-0. Sheet C-1 shows the sidewalks within the right-of-way and sheet SD-0 shows them within the property boundary.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

COMMENT: 2-06.4.9.H.2 – As Oracle Rd is designated on the COT MS&R Map to have a future right-of-way of 150’ or 75’ half right-of-way show the future sight visibility triangles on the plan base on the 105’ street cross section shown in the COT MS&R Plan located at: https://www.tucsonaz.gov/pdsd/all-plans.

13. COMMENT: 2-06.4.9.H.5 – Provide a PAAL width dimension for the load zone to the parking space striping located just to the south.

14. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.F.2.a(2) Access lanes and PAALs must be setback at least one foot from: A structure when the access lane or PAAL serves as a drive-through lane. Show the required setback on the plan.

15. COMMENT: 2-06.4.9.H.5 – Provide a width dimension for the drive-through along the south side of the building at the area just north of the grease trap.

16. COMMENT: 2-06.4.9.H.5.a – As this project is part of a larger site, see comment 10, provide a vehicle parking space calculation for the entire site that includes the number required and the ratio used and the number provided. This calculation will include the number of accessible required & provided including van accessible.

17. COMMENT: 2-06.4.9.H.5.d – Review UDC Table 7.4.8-1: Minimum Required Bicycle Parking Spaces and provide a short- & long-term bicycle parking space calculation that includes the number required and the ratio used and the number provided. As both short- & long-term bicycle parking is required for this project provide a short- & long-term detail that meets the requirements of UDC Articles 7.4.9.B, .C & .D.

18. COMMENT: 2-06.4.9.J – As dedication is not required and the existing right-of-way is not at future width, see comment 10, show and dimension the future right-of-way line, curb and sidewalk. All development shall be based on the future right-of way such as perimeter yard setbacks, etc.

19. COMMENT: 2-06.4.9.O – As all streets designed on the COT MS&R map are considered developing area for the purposes of perimeter yard setbacks the street perimeter yard setbacks are based on UDC Article 6.4.5.C and Table 6.4.5.C-1. Oracle Rd setbacks are measured from the back of future curb and Thurber is measured from the outside edge of the nearest adjacent travel lane. Provide the correct perimeter yard setback dimensions on sheet 4.

20. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.A At least one sidewalk is required to a project from each street on which the project has frontage, show the required sidewalks form this site out to the sidewalks within the right-of-way along Oracle & Thurber. One of these shall meet the accessible requirements.

21. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.D Sidewalks must connect all areas of the development. Clearly show how this project is connected to the existing center with an accessible pedestrian route.
