COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is October 21, 2022.

2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS

1. COMMENT: 2-06.2.2 – Submit the DP civil & landscape as a single multi-page pdf file.

2-06.4.7 - General Notes

5. COMMENT: 2-06.4.7.A.3 – There appears to be a difference in the rezoning conditions provided on sheet 2 and on sheet 8. Clarify the difference and if the conditions on sheet 2 are not complete provide all conditions on sheet 2.

6. COMMENT: 2-06.4.7.A.4 – Revise General Note 4 to include “UDC ARTICLE 8.7.3”.

7. COMMENT: 2-06.4.7.A.6.a – As it appears that a Technical Standards Modification Request (TSMR) will be required to modify the street cross section provide the TSMR case number adjacent to the title block on all sheets and provide a general note stating the case number, date of approval, what was modified and if applicable any conditions of approval. The TSMR will need to be approved prior to approval of the DP.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

8. COMMENT: 2-06.4.8.C – Provide the following information for both Portia & Bonanza dimensioned width of paving, curbs, and sidewalks

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

9. COMMENT: 2-06.4.9.O – All street perimeter yard setbacks listed under General Note 16 should be listed as 21’ or the height of the proposed exterior building wall, greater of the two.

10. COMMENT: 2-06.4.9.O – The north and south perimeter yard setbacks listed under General Note 16 should be listed as 6’-0” or 2/3 the height of the proposed exterior building wall, greater of the two.

11. COMMENT: 2-06.4.9.O – As no actual building heights are known at this time remove all references to required building setback from sheet 4.

12. COMMENT: 2-06.4.9.U – As it does not appear that the rezoning conditions require site walls higher than 6’-0” and per UDC Article 6.6.2 the maximum height of a wall within the perimeter yard is 6’-0” revise detail 3 sheet 8 to read 6’-0” not 6’-0” MIN.

2-06.5.0 FLEXIBLE LOT DEVELOPMENT (FLD - ADDITIONAL REQUIREMENTS)

2-06.5.3 Additional Information
The following are required in addition to the requirements of the tentative plat or site plan, whichever is applicable:

13. COMMENT: 2-06.5.3.C – Provide a functional open space calculation on sheet 1 that meets the requirements of UDC Article 8.7.3.D.

14. COMMENT: 2-06.5.3.D – Provide dimensioned building elevations of all proposed units. The elevations can be preliminary drawings. The model home construction plans will be used to determine exact setbacks and screening requirements at the time of application for building permits;

15. COMMENT: 2-06.5.3.E – An Architectural Variation plan will be required for this subdivision. Either provide the plan for review with the next submittal or provide a general note stating that the plan will be provided and approved prior issuance of any building permit for this subdivision.

1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Please label the existing and future rights of way for Bonanza and Portia Aves. UDC 7.6.4.C.2.a.

3. Please identify the dashed line in the front of the lots.

4. Please remove Senegalia greggii and Vachellia constricta as choices for street trees, their growing habit is more shrub like.

5. Provide calculations for the Flexible Lot Development Functional Open Space accordance with UDC Table 8.7.3-2. These calculations need to be on the civil drawings as well.

6. Maximize water harvesting in all landscape areas by depressing areas at least 6”. See IDC 8.7.3.H.3/4.

7. Add detail to show depressed landscape areas or indicate with notes.

8. Delete “Recommended” on detail 2, page 8. it is required to maximize water harvesting under Flexible Lot Development.

9. Per Admin. Manual 2-10-4.2.D, provide page/detail reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans. See civil drawing is not sufficient.

10. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4., please be specific.

11. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design.

The landscape and grading plans must match.

13. Retention/detention basins should be designed naturally and organically, whenever practicable.
