COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is October 14, 2022.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

1. This comment was not fully addressed. Per UDC TABLE 4.8-4: C-3 Zone, Vehicle Rental and Sales is subject to Use Specific Standards, 4.9.9.G.1& .2. COMMENT: 2-06.4.7.A.4 – Under “DEVELOPMENT DATA” “USE” you reference “LUC 3.5.9.5 A & B” the LUC is no longer applicable. Remove this reference and all other references to the LUC from the plan and provided the correct Use Specific Standards listed on UDC TABLE 4.8-4: PERMITTED USES - COMMERCIAL AND MIXED-USE ZONES for Vehicle Rental and Sales.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2. This comment was not addressed correctly. Per UDC TABLE 7.5.5-A no loading zones are required. COMMENT: 2-06.4.9.H.5.c – Under “DEVELOPMENT DATA” remove the reference to “LOADING ZONE” and the “LUC” as they are no longer applicable, see UDC TABLE 7.5.5-A: REQUIRED LOADING ZONES.

3. This comment was not addressed correctly. Per UDC Table 7.4.8-1: Vehicle Rental and Sales only requires 2 short-term bicycle parking spaces not 10 as shown on your calculation. Also, Zoning was not able to find the location of the proposed 10 short-term bicycle parking spaces. The provided detail is not correct and does not address UDC Articles 7.4.9.B.1.e, 7.4.9.B.2.f & .g, and until shown on the plan the requirements of 7.4.9.C cannot be verified. COMMENT: 2-06.4.9.H.5.d – Revise the bicycle parking space calculation to reflect the requirements of UDC Table 7.4.8-1: Minimum Required Bicycle Parking Spaces. As Short-Term bicycle parking is now required show the required Short-Term rack on the plan and provide a detail that shows how the requirements of UDC Articles 7.4.9.B.1, .2 & 7.4.9.C are met.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
The Unified Development Code (UDC) requires all new development or an expansion of an existing development submit a landscape plan, UDC 7.6.2. If the expansion is less than 25%, the standards of this section apply only to the proposed expansion. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10.
1. Four trees are required for shade in the parking lot (Detail Bldg. 11 spaces required, 1 tree per 4 parking spaces). As this is an expansion of an existing use, the trees may be planted anywhere on the site, as long as they provide shade on the asphalt.

2. Add all related project activity numbers to the development plan (T03CM01509).
