COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is January 30, 2023

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block.

2. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0264, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

3. COMMENT: 2-06.4.7.A.4 – Review UDC TABLE 4.8-4: PERMITTED USES - COMMERCIAL AND MIXED USE ZONES, Storage Use Group With Land Use Class/Type: Commercial Storage, and provide the Use Specific Standards listed for the C-2 Zone under the proposed use.

4. COMMENT: 2-06.4.7.A.6.a – As 36th Street is listed as an Arterial on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R(“.”

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.
5. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

6. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

7. COMMENT: 2-06.4.9.H.5 – A vehicle use area shall be provided that meets the requirements of UDC Article 7.4.6.

8. COMMENT: 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC

9. COMMENT: 2-06.4.9.H.5.c - Show the required loading zone, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4.

10. COMMENT: 2-06.4.9.H.5.d - Show the required long-term bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for the long-term bicycle spaces required and provided.

11. COMMENT: 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

12. COMMENT: 2-06.4.9.O – It does not appear that the proposed building meets the required 21’ or H = The height of the proposed exterior building wall, greater of the two, as measured from the back of future curb, street perimeter yard setback, but until comment 11 is addressed this cannot be confirmed. A Board of Adjustment for Variance will be required to reduce the required street perimeter yard. Review UDC Article 6.4.5.C.2 and Table 6.4.5.C-1.

13. COMMENT: 2-06.4.9.Q – Provide the square footage and the height of the building and the specific use proposed within the footprint of the building(s).

14. COMMENT: 2-06.4.9.R – Review TSM 7-01 and provide the required sidewalks.

15. COMMENT: Provide the height of the proposed fence shown on the plan.

16. COMMENT: The drawings shall be submitted as black and white only, no color, as some of the colors are difficult to read.

03/02/2022 ROBERT SHERRY PLUMBING-COMMERCIAL REVIEW Reqs Change 1. An approved development plan is not to be used for construction or modification of buildings or of on-site utilities (e.g. water service to buildings, building sewers, site lighting, electrical service to buildings, etc.). The construction of buildings or of on-site utilities requires a building permit. A building permit requires plans sealed by an Arizona Registrant. Reference Arizona Revised Statutes 32-125, Board of Technical Registration Rules R4-30-304.
2. Revise the site utility plan to show the location of the reduced pressure backflow assembly. Reference: Chapter 27, Article V, Section 27-76 (a), Tucson Code, http://www.tucsonaz.gov/files/water/docs/backflow-ordinance.pdf.
3. Pima County will not allow a tap of a large sewer line. Revise the site plan to show the building sewer connecting to the 8-inch public sewer (5935-01) located directly south of the 48-inch public sewer.
4. Provide the rim elevation of the next upstream sanitary manhole (5935-01) and the first-floor elevation. Determine the need for a backwater valve per Section 714.1, IPC 2018, as amended by the City of Tucson.

7.6 Landscaping and Screening
The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10.

7.7. Native Plant Preservation
A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted and approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the Unified Development Code (UDC) and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval.

Commercial Rainwater Harvesting plan is required UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening
Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design.
Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area.
