This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 19, 2022. 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 1. COMMENT: 2-06.2.2 – The development package shall be submitted as a multi-page single PDF file. CONTENT REQUIREMENTS 2. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0256, adjacent to the title block on all sheets. 3. COMMENT: 2-06.4.4.C – Provide the section, township, and rang, and label the section corners on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 4. COMMENT: 2-06.4.7.A.2 – Provide the square footage of the site in General Note 5. 5. COMMENT: 2-06.4.7.A.4 – Under General Note 2 you list a use of “COMMERCIAL SERVICES OFFICE AND STORAGE” Storage is not part of the Commercial Services Use Group. You also list “SERVICE BAY” as a use which implies some type of repair use. Clarify what the primary use is. Following discussion with staff it appears that the use should be something along the lines of Engineering firm (office) and Construction Services. 6. COMMENT: 2-06.4.7.A.4 – Once you determine the /existing/proposed use review UDC TABLE 4.8-5: PERMITTED USES - INDUSTRIAL ZONES * and provide all applicable Use Specific Standards within General Note 2. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 7. COMMENT: 2-06.4.8.B – If applicable show all easements of record on the plan along with the recordation information. 8. COMMENT: 2-06.4.8.C - The following information for Warren Ave shall be provided on the plan: right-of-way width, dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 9. COMMENT: 2-06.4.9.A – As this site is made up of numerous parcels a lot combination is required. Provide a copy of an approve Pima County Assessor’s Combo Request form with the next submittal. 10. COMMENT: 2-06.4.9.F – Provide the zoning for the property to the east. 11. COMMENT: 2-06.4.9.H.5 – As the proposed building expansion requires that the entire site be brought up to code for UDC Article 7.4, see UDC Article 7.4.3.E.2 provide fully dimensioned existing/proposed vehicle use areas. Additional comments maybe forth coming. 12. COMMENT: 2-06.4.9.H.5 – Demonstrate that all vehicle use areas, existing/proposed, meet the requirements of UDC Article 7.4.6.I. 13. COMMENT: 2-06.4.9.H.5.a – Until the primary use is clarified, see comment 5, Zoning cannot verify vehicle parking requirements. 14. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation shall include the number of required/provided accessible spaces to include the number of required/provided van accessible spaces. 15. COMMENT: 2-06.4.9.H.5.c - Until the primary use is clarified, see comment 5, Zoning cannot verify loading space requirements. 16. COMMENT: 2-06.4.9.H.5.d - Until the primary use is clarified, see comment 5, Zoning cannot verify bicycle parking space requirements. Once clarified provide a short- & long-term bicycle parking space calculation that provides the number required and provided. Also, a short- & long-term bicycle parking space details will be required. These details shall demonstrate how the requirements of UDC Articles 7.4.9.B, .C & .D are met. 17. COMMENT: 2-06.4.9.Q – Provide the height and use of each building within the footprint. 18. COMMENT: 2-06.4.9.R – – As the proposed building expansion requires that the entire site be brought up to code for TSM Section 7, see TSM Section 7-01.2.B.2. provide fully dimensioned existing/proposed pedestrian circulation. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. UDC 2-10.4.1 Identification and Descriptive Data A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. 7.6 Landscaping and Screening - The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development submit a landscape plan, UDC 7.6.2. 3. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10.Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g. 4. Please label the existing and future rights of way for S Warren Ave, UDC 7.6.4.C.2.a. 5. A Commercial Rainwater Harvesting plan is required UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening. 6. Grading, hydrology, and landscape plans must be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. UDC 7.7.6.C.2. The landscape and grading plans must match. 7. Identify the point of drainage off roof areas, amount of flow, and disposition of flow. Identify curb inlets to landscape areas. 8. Retention/detention basins should be designed naturally and organically, whenever practicable. 9. Modify details to show depressed landscape areas. 10.
