This comment was not addressed correctly. Provide a detailed response to all comments below that start with Previous comment ## - COMMENTS: Please resubmit revised drawings with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 13, 2021.

2-06.3.0 FORMAT REQUIREMENTS

1. Previous comment 3 - This comment was not addressed. “1/16”=1’-0” is an architectural scale, engineer scale would be 1”=10’ or 1”= 20’. COMMENT: 2-06.3.2 – All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch.

2. Previous comment 4 - COMMENT: 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet. See requirements below.

3. Previous comment 10 - This comment was not fully addressed. Provide the section corners on the location map. COMMENT: 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

2-06.4.7 - General Notes

2-06.4.7.A - Zoning and Land Use Notes

4. Previous comment 13 - This comment was not addressed. The proposed use should be listed as “General Merchandise Sales: Excluding Large Retail Establishments, subject to Use Specific Standard 4.9.13.Q.”. COMMENT: 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

5. Previous comment 16 - This comment was not addressed. COMMENT: 2-06.4.7.A.8.c – As you are expanding the building area provide a building expansion calculation on the plan.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

6. Previous comment 17 - This comment was not fully addressed. Not all the property dimensions were provided and none of the bearings were provided. COMMENT: 2-06.4.8.A - Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds together with distances in feet, to hundredths of a foot.

7. Previous comment 19 - This comment was not fully addressed. Provide dimensions for the width of paving, curbs, curb cuts, and sidewalks for Grant road and none of the required information was provided for freeway off ramp. COMMENT: 2-06.4.8.C - The following information regarding existing public right-of-way adjacent to or within the site shall be provided: the right-of-way width, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

8. Previous comment 21 - This comment was not addressed correctly. Per UDC Article 7.4.6.D.1 and Table 7.4.6-1 the minimum PAAL width when accessing 90 degree parking is 24’-0”. COMMENT: 2-06.4.9.H.5 – As parking is being reconfigured clearly show the required PAAL’s that will provide access to the vehicle parking spaces. Review UDC Article 7.4.6.D, Figure 7.4.6-A and Table 7.4.6-1 and provide all applicable dimensions. The PAAL’s shall not encroach into the gas pump area.

9. Previous comment 23 - This comment was not addressed. COMMENT: 2-06.4.9.H.5.a – Under the “PARKING REQUIREMENTS SUMMARY”, “REQUIRED” you list the square footage as “1,657” but on sheet “NSP” within the foot print of the building you list the square footage as “1,641”, clarify which is correct.

10. Previous comment 25 - This comment was not fully addressed. The wheel stop location dimension is not correct, review UDC Article 7.4.6.H.3 and provide the correct dimension. COMMENT: 2-06.4.9.H.5.a – Provide a typical parking space detail for both standard parking spaces and those for the physically disabled. As wheel stops are propose this detail shall demonstrate that the requirements of UDC Article 7.4.6.H.3 are met.

11. Previous comment 26 - This comment was not addressed. COMMENT: 2-06.4.9.H.5.a – Provide enough information on the plan/detail so that the requirements of ICC A117.1-2009 section 502.5 can be verified.

12. Previous comment 27 - This comment was not fully addressed. Provide a mounting height for the accessible sign. This height should be 84’ if within a pedestrian way or 60” if wall mounted. COMMENT: 2-06.4.9.H.5.a – Provide a detail for the required accessible signage.

13. Previous comment 29 - This comment was not fully addressed. Demonstrate how the requirements of UDC Articles 7.4.9.B.1.d, .e & .g, 7.4.9.B.2.a, .b, .c, .f, & .g. COMMENT: 2-06.4.9.H.5.d – Provide a short-term bicycle parking detail that demonstrates that the requirements of UDC Articles 7.4.9.B.1, B.2 & .C are met.

14. Previous comment 30 - This comment was not addressed. COMMENT: 2-06.4.9.J – As Grant Rd is designated as an Arterial on the COT MS&R and it does not appear that the curb location does not to match the 120’ street cross section in the MS&R plan, show the future curb & sidewalk location on the plan.

15. Previous comment 31 - This comment was not fully addressed. Until future curb for Grant Rd is shown the correct perimeter yard setbacks cannot be shown. COMMENT: 2-06.4.9.O – Provide street perimeter yard setback dimensions from the proposed gas canopy to both Grant & Freeway. The setback for both is 21’ or the height of the canopy measured from the back of existing or future curb, greater of the two, see UDC Articles 6.4.5.C.2, & Table 6.4.5.C-1. Per UDC Article 6.4.5.B.2 A vertical structural member(s) (i.e., post, column, dormer wall) supporting a roof extension from the principal structure is considered a wall for applying perimeter yard requirements, but in this case the overhang exceeds the allowable 2’-0 overhang allowed for an encroachment into the perimeter yard setback, see UDC Article 6.4.5.D.2.a.(2). That said the street perimeter shall be measured from 2’-0” back from the edge of the canopy roof.

16. Previous comment 32 - This comment was not addressed. COMMENT: 2-06.4.9.Q – Provide the height within the footprint for both structures shown on the plan.

As an expansion and reconfiguration of vehicle parking is proposed the following comments apply for on-site pedestrian circulation:

17. Previous comment 36 - This comment was not addressed. COMMENT: 2-06.4.9.R – Per IBC 1104.1 demonstrate on the plan that there is an accessible route between all structures, to all accessible vehicle parking spaces, to at least one of the right-of-way’s, etc. that meets the requirements of 2018 IBC Chapter 11 and the ICC A117.1-2009.
