COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 13, 2021.


2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS

1. COMMENT: 2-06.2.2 – Review AM Section 2-06.0 and submit a development package (DP) the provides all required information per this standard. Once a DP meeting these standards is provided additional comments maybe forth coming.

2. COMMENT: 2-06.2.4 – Remove all building code references, information and plan sheets form the DP as a separate submittal is required for building code review.

2-06.3.0 FORMAT REQUIREMENTS

3. COMMENT: 2-06.3.2 – All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch.

4. COMMENT: 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet. See requirements below.

CONTENT REQUIREMENTS

5. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) on all sheets.

6. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0247, adjacent to the title block on all sheets.

7. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, and provide the following information.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

11. COMMENT: 2-06.4.7.A.1 - List as a general note: "Existing zoning is I-1."

12. COMMENT: 2-06.4.7.A.2 - List as a general note: the gross area of the site by square footage and acreage.

13. COMMENT: 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

14. COMMENT: 2-06.4.7.A.6.a - Provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R).”

2-06.4.7.A.8 - For development package documents provide:

15. COMMENT: 2-06.4.7.A.8.b – Remove all references to Lot Coverage as it is not applicable to a site zoned I-1, see UDC TABLE 6.3-5.A: DIMENSIONAL STANDARDS FOR THE P-I, I-2, & I-2 ZONES.

16. COMMENT: 2-06.4.7.A.8.c – As you are expanding the building area provide a building expansion calculation on the plan.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

17. COMMENT: 2-06.4.8.A - Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds together with distances in feet, to hundredths of a foot.

18. COMMENT: 2-06.4.8.B – If applicable show all easements of record on the plan along with the recordation information.

19. COMMENT: 2-06.4.8.C - The following information regarding existing public right-of-way adjacent to or within the site shall be provided: the right-of-way width, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

20. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

21. COMMENT: 2-06.4.9.H.5 – As parking is being reconfigured clearly show the required PAAL’s that will provide access to the vehicle parking spaces. Review UDC Article 7.4.6.D, Figure 7.4.6-A and Table 7.4.6-1 and provide all applicable dimensions. The PAAL’s shall not encroach into the gas pump area.

22. COMMENT: 2-06.4.9.H.5.a – The use listed under the “PARKING REQUIREMENTS SUMMARY” is not correct and should be “GENERAL MERCHANDISE SALES”.

23. COMMENT: 2-06.4.9.H.5.a – Under the “PARKING REQUIREMENTS SUMMARY”, “REQUIRED” you list the square footage as “1,657” but on sheet “NSP” within the foot print of the building you list the square footage as “1,641”, clarify which is correct.

24. COMMENT: 2-06.4.9.H.5.a - Under the “PARKING REQUIREMENTS SUMMARY”, “REQUIRED” you list the required parking ratio as “200” and it should be 300 which calculate out to be five (5) required vehicle parking spaces, revise the calculation.

25. COMMENT: 2-06.4.9.H.5.a – Provide a typical parking space detail for both standard parking spaces and those for the physically disabled. As wheel stops are propose this detail shall demonstrate that the requirements of UDC Article 7.4.6.H.3 are met.

26. COMMENT: 2-06.4.9.H.5.a – Provide enough information on the plan/detail so that the requirements of ICC A117.1-2009 section 502.5 can be verified.

27. COMMENT: 2-06.4.9.H.5.a – Provide a detail for the required accessible signage.

28. COMMENT: 2-06.4.9.H.5.d – As building expansion is proposed provide a short-term bicycle parking space calculation of the plan. The calculation shall include the ratio used and the number required & provided, see UDC Table 7.4.8-1: Minimum Required Bicycle Parking Spaces.

29. COMMENT: 2-06.4.9.H.5.d – Provide a short-term bicycle parking detail that demonstrates that the requirements of UDC Articles 7.4.9.B.1, B.2 & .C are met.

30. COMMENT: 2-06.4.9.J – As Grant Rd is designated as an Arterial on the COT MS&R and it does not appear that the curb location does not to match the 120’ street cross section in the MS&R plan, show the future curb & sidewalk location on the plan.

31. COMMENT: 2-06.4.9.O – Provide street perimeter yard setback dimensions from the proposed gas canopy to both Grant & Freeway. The setback for both is 21’ or the height of the canopy measured from the back of existing or future curb, greater of the two, see UDC Articles 6.4.5.C.2, & Table 6.4.5.C-1. Per UDC Article 6.4.5.B.2 A vertical structural member(s) (i.e., post, column, dormer wall) supporting a roof extension from the principal structure is considered a wall for applying perimeter yard requirements, but in this case the overhang exceeds the allowable 2’-0 overhang allowed for an encroachment into the perimeter yard setback, see UDC Article 6.4.5.D.2.a.(2). That said the street perimeter shall be measured from 2’-0” back from the edge of the canopy roof.

32. COMMENT: 2-06.4.9.Q – Provide the height within the footprint for both structures shown on the plan.

As an expansion and reconfiguration of vehicle parking is proposed the following comments apply for on-site pedestrian circulation:
33. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.A provide a sidewalk from the proposed addition to the sidewalk within the right-of-way along Grant Rd.

34. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.B provided a 4’ sidewalk along the west side of the building.

35. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.C provided a 4’ sidewalk along the south side of the building.

36. COMMENT: 2-06.4.9.R – Per IBC 1104.1 demonstrate on the plan that there is an accessible route between all structures, to all accessible vehicle parking spaces, to at least one of the right-of-way’s, etc. that meets the requirements of 2018 IBC Chapter 11 and the ICC A117.1-2009.
