COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 06, 2022.

1. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation appears to have and error. Under ‘TOTAL PARKING PROVIDED” you list “32 STANDARD (8.5’x18’)” and “2 ACCESSIBLE” which would total 34 but there are only 33 spaces on site.

2. It does not appear that the MS&R calculation is correct. Based on a 10’-0” wide future ROW the north/south dimension would need to 200’ long when it is closer to 150’. Provide a detail that clearly shows what dimensions you are using for this calculation. COMMENT: 2-06.4.9.H.5.a – Provide a full calculation for the proposed MS&R parking reduction.

3. COMMENT: 2-06.4.9.H.5.d – As the long-term bicycle has been relocated directly adjacent to a vehicle parking space demonstrate the parking space directly north of the long-term bicycle parking meets the requirements of UDC Article 7.4.6.D.2.b.

4. Until the proposed Modification Request is approved Zoning cannot approve this DP. If the modification is approved provide the case number adjacent to the title block on all sheets and provided a general note stating the case number date of approval, what was approved and if applicable any conditions of approval. 2-06.4.9.J – As dedication is not required for the project and you are proposing to utilized a part of the site that is located within the future right-of-way to meet UDC requirements, one of two things will need to be completed; 1) Per UDC Article 5.4.5.F An approved site plan is required indicating how the project will comply with UDC standards when the MS&R right-of-way can no longer be used as part of the site . Such plan shall be an exhibit to an executed covenant for recordation stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the UDC at no cost to the City, MS&R covenant can be found at: https://www.tucsonaz.gov/files/pdsd/forms/major_streets_covenant.pdf. 2) Process a MS&R Use Modification Request per UDC Article 5.4.7. Either must be approved prior to approval of this DP

5. COMMENT: 2-06.4.9.H.5.R - Provide a sidewalk width dimension from the east side of the charging pedestal, called out under Keynote 51, to the building to the east.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. General Note - UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. This comment was not adequately addressed - Please label the existing and future rights of way for Ft. Lowell and Country Club Roads, UDC 7.6.4.C.2.a.

4. Reference to civil drawings for the screen/retaining wall is incorrect, please revise.

5. Please indicate the installation of a private submeter if a separate irrigation meter is not being provided. UDC Technical Standards 4-01.6.1.A.1.

6. Trees along the sides of the parking areas does not accomplish the intent of Code. UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. One solution, but not the only one, is to provide diamond bump outs into the parking area to provide maximum shade on asphalt.

7. Acacia stenophylla is not a canopy tree, please replace with a dense canopy trees in parking areas to provide maximum shade.

8. This comment was not adequately addressed - Identify the point of drainage off roof areas, amount of flow, and disposition of flow. The landscape response comment 13 has the information, but should be reflected on the WH plans.

2. The depth of the water harvesting basins need to match and be shown on both the grading plan and the water harvesting plan. The depth needs to include the min. 2" ground cover.
3. The water harvesting basin detail needs to reflect and include the 2" min. ground cover.
4. All curb cuts designed to allow water to enter water harvesting areas need to be shown on both the grading plan and the water harvesting plan - the V curb cuts shown only on the WH plan along with the 2' and 4' curb cuts shown on the grading plan. Also, a detail for each needs to be provided in the plans.
5. Please provide more information on the Screen/Retaining Wall detail. Need to know min and max depths of material retained by the wall, and due to the retaining aspect and surcharge from the drive thru - a note stating that a separate wall permit will be required.
6. See previous comment 9 - It is clear where the 1105 SF building discharges its roof drainage but it still isn't clear where the 640 SF building discharges. The water harvesting plan shows drainage arrows pointing in all 4 directions. Clarify and revise as necessary.
