COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 06, 2022.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0238, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. COMMENT: 2-06.4.7.A.4 – Per Use Specific Standard 4.9.4.V.9 it appears that this site is within 300’ of a R-3 or more restrictive zoning and a mitigation plan will be required prior to of the liquor license.

3. COMMENT: 2-06.4.7.A.6.a – As you are proposing a TSMR for a required sidewalk provide the TSMR case number adjacent to the title block on all sheets and provide a general note stating the TSMR case number, date of approval, what was modified and if applicable conditions of approval.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

4. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.F.2.a.(2) show the required 1’-0” setback from the drive-thru to the building.

5. COMMENT: 2-06.4.9.H.5 – Dimension the required vehicle stacking spaces for the drive-thru, see UDC Article 7.4.7.

6. COMMENT: 2-06.4.9.H.5.a – Under General Note 24 there is a building area of 4,200 SF shown and then you use 4,145 to calculate the required number of vehicle parking spaces, clarify which is correct.

7. COMMENT: 2-06.4.9.H.5.a – Provide a full calculation for the proposed MS&R parking reduction.

8. COMMENT: 2-06.4.9.H.5.a – Dimension the 2’-6” vehicle overhang along the south and west parking areas, see UDC Article 7.4.6.H.3.

9. COMMENT: 2-06.4.9.H.5.a – The provided van accessible vehicle parking spaces do not meet the width requirements of ICC A117.1-2009 Section 502.2.

10. COMMENT: 2-06.4.9.H.5.a – Details 2 & 3 sheet 4 the wheel stop location dimension is not correct. Review UDC Article 7.4.6.H.3 and provide the correct dimension.

11. COMMENT: 2-06.4.9.H.5.d - Details 6 sheet 4, fully dimension the detail so that the requirements of UDC Articles 7.4.9.B.2 are met. Review Figure 7.4.9-C.

12. COMMENT: 2-06.4.9.H.5.d – Demonstrate on the plan or details how the requirement of UDC Article 7.4.9.B.1.e are met.

13. 2-06.4.9.J – As dedication is not required for the project and you are proposing to utilized a part of the site that is located within the future right-of-way to meet UDC requirements, one of two things will need to be completed; 1) Per UDC Article 5.4.5.F An approved site plan is required indicating how the project will comply with UDC standards when the MS&R right-of-way can no longer be used as part of the site . Such plan shall be an exhibit to an executed covenant for recordation stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the UDC at no cost to the City, MS&R covenant can be found at: https://www.tucsonaz.gov/files/pdsd/forms/major_streets_covenant.pdf. 2) Process a MS&R Use Modification Request per UDC Article 5.4.7. Either must be approved prior to approval of this DP

14. COMMENT: 2-06.4.9.R – Per TSM 7-01.4.A At least one sidewalk is required to a project from each street on which the project has frontage. Provide the required sidewalk out to the sidewalk along Country Club.

15. COMMENT: 2-06.4.9.R – Per TSM 7-01.4.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. Provide a sidewalk along the south side of the 640 SF building.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Landscape cover sheet is not necessary, but construction details are, per Admin. Manual 2-10-4.2.D

3. Resolve graphic conflicts so the plans are easily readable.

4. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g.

5. The requirement for the street landscape buffers is 50% vegetative cover, please add additional plants.

6. Please label the existing and future rights of way for Ft. Lowell and Country Club Roads, UDC 7.6.4.C.2.a.

7. Please label and dimension landscape borders, as well as any encroachment into the rights of way. If no encroachment is proposed, remove Standard ROW Notes.

8. Solely using the 40’ trunk to parking space requirement does not meet the intent of the UDC. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces, meaning that trees are expected to be placed within the parking area itself. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. Please relocate trees to provide maximum shade on asphalt.

9. There is a tree located in the outdoor patio that is called out as a parking lot tree, which it clearly isn’t. Please remove call out and do not count as a tree meeting the parking area requirements.

10. Acacia farnesiana is a very thorny, small tree; larger canopy trees in parking areas are required to provide maximum shade.

11. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4., please be specific.

12. Grading, hydrology, and landscape plans must be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. UDC 7.7.6.C.2. The landscape and grading plans must match.

13. Identify the point of drainage off roof areas, amount of flow, and disposition of flow. Identify how stormwater is being conveyed into landscape areas, curb cuts, scuppers?

14. Please add/call out soil moisture gauge/tensiometers and rain shut-off device on irrigation plans and details. UDC 4.2.A.

2. Revise Note 17 on cover sheet to match note 1 on sheet 8 of water harvest notes, typically we say 6"-9".
3. Provide sidewalk connection from proposed buildings out to N Country Club Rd per TSM section 7-01.4.1.A.
4. Show sidewalk along the south side of the 640 SF food service building per TSM section 7-01.4.1.B.
5. The striped crosswalk to the dumpster enclosure can't be running behind the parking spaces next to the dumpster. Revise as needed.
6. Ensure that all the spot grades on the grading plan have labels as to what they are (TC, FG, etc.).
7. Show spot grades in the water harvesting basins to show that they are depressed and to match the water harvesting plan.
8. Show the drainage "V" curbcuts on the grading plan to demonstrate how the runoff is making it to the water harvesting basins.
9. Show the point of drainage off the roof of each building and where it is being directed.
