COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 06, 2022.

2-06.4.7.A.8 - For development package documents provide:

1. This comment was not fully addressed. Zoning acknowledges that you provided the maximum allowed FAR in not 18, provide the proposed FAR. COMMENT: 2-06.4.7.A.8.b – As Animal Services is not part of the Industrial, Wholesaling and Storage land use groups, the maximum FAR of .40 listed in General Note 19 is not correct. Review UDC Article 5.6.8.C.1 and provide the correct FAR. Provide a Floor Area Ration calculation on the plan that meets the requirements of UDC Article 6.4.6.C.2.

2-06.4.9 - Information on Proposed Development

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Tree placement in southern parking area does not meet the requirement of providing shade over asphalt. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces, meaning that trees are expected to be placed within the parking area itself. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

3. These comments were not adequately addressed. Water is not being directed into landscape areas. Water from pavement should not all be directed towards retention.
4. Grading, hydrology, and landscape plans must be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. UDC 7.7.6.C.2. The landscape and grading plans must match.

5. This comment was not adequately addressed. Identify the point of drainage off roof areas, amount of flow, and disposition of flow.

03/03/2022 AWARNER1 LANDSCAPE REVIEW Reqs Change An aerial needs to be underlayed on the NPP plan, and graded utility areas cannot be included in the NUOS area.
04/04/2022 SBLOOD1 ENGINEERING REVIEW Reqs Change 1. The 5" thick compacted ABC gravel will be an acceptable surface material for the special gravel area for horse trailer maneuvering, however, the proposed concrete header will need to extend all the way around except along the building to hold in place and contain the gravel. Also a barrier of some sort will be needed to prevent vehicles from driving off into any undeveloped area. (bollards, vertical curbing, wheel stops, fencing, large decorative rock, etc.).
2. More detail needs to be shown on the grading plan to show consistency between the grading plan and the water harvesting plan for the following: flow directions of the roof drainage; how the roof drainage is being directed into the water harvesting basins; the size, shape, and depth of the landscape areas being used as water harvesting basins.
