COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 06, 2022.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0236, adjacent to the title block on all sheets.

2. COMMENT: 2-06.4.7.A.8.b – As Animal Services is not part of the Industrial, Wholesaling and Storage land use groups, the maximum FAR of .40 listed in General Note 19 is not correct. Review UDC Article 5.6.8.C.1 and provide the correct FAR. Provide a Floor Area Ration calculation on the plan that meets the requirements of UDC Article 6.4.6.C.2.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

3. COMMENT: 2-06.4.8.B – There are several easements shown on sheet 5 that the width dimensions are not correct.

4. COMMENT: 2-06.4.8.B – Provide the recordation information and purpose of the easement shown running along the north property line and

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

7. COMMENT: 2-06.4.9.F – The zoning listed for the parcel south of Old Vail Rd is not correct.

8. COMMENT: 2-06.4.9.H.5 – Demonstrate how the requirements of UDC Article 7.4.6.H.1 are met for the vehicle use area north of the building.

9. COMMENT: 2-06.4.9.H.5 - Demonstrate how the requirements of UDC Article 7.4.6.I are met for the vehicle use area north of the building.

10. COMMENT: 2-06.4.9.J – The “FUTURE RIGHT OF WAY DETAIL” sheet 6 is not correct. Per the COT MS&R plan the future ROW for Old Vail Rd as 90’ and the existing is at 90’. The “FUTURE RIGHT OF WAY DETAIL” shows the “FUTURE RIGHT OF WAY” well back into the property.

11. COMMENT: 2-06.4.9.O - Show and dimension the future curb and future sidewalk on sheet 3 and provide a setback dimension from back of future curb to the building.

12. COMMENT: 2-06.4.9.O – Sheet 1 “BUILDING SETBACKS” remove the reference to “(EX CURB) and provide the correct reference of “BACK OF FUTURE CURB”.

13. COMMENT: 2-06.4.9.Q – Sheet 1 “MAXIMUM BULDING HEIGHT” is not correct. Per UDC Article 5.6.8.C.1.d the maximum height allowed is 62”.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Per Admin. Manual 2-10-4.2.D, provide page/detail reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans. See civil drawing is not sufficient.

3. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4.

4. Per Admin. Manual 2-10-4.2.D, provide page/detail reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans.

5. Parking area tree calculation matrix is incorrect, 5 trees are required.

6. Parking area screen is insufficient to screen cars, please add additional/different plants in order to screen cars from street view. There is no plant size indicated on legend.

7. Delete sheet 7, overall plan is not necessary. Delete sheet 9, not relevant. Any required notes/tables should be on the plan that it refers to.

8. Remove details that do not apply to this project. Add a detail for the backflow preventer locking cover.

9. Solely using the 40’ trunk to parking space requirement does not meet the intent of the UDC. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces, meaning that trees are expected to be placed within the parking area itself. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

10. Locate and name existing plants along Old Vail Rd. Existing plants can be counted towards landscape border requirements.

11. An irrigation plan and details are required per UDC Administration Manual 2-10.4.2.C and Technical Standards Manual Section 4-01.4.2, Irrigation Standards.

12. The water budget table is not filled in correctly. A Commercial Rainwater Harvesting plan is required UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening.

13. Grading, hydrology, and landscape plans must be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. UDC 7.7.6.C.2. The landscape and grading plans must match. Water from pavement should not all be directed towards retention.

14. Identify the point of drainage off roof areas, amount of flow, and disposition of flow.

15. Modify details to show depressed landscape areas.

16. Identify POC on irrigation plan.

17. Please add/call out soil moisture gauge/tensiometers and rain shut-off device on irrigation plans and details. UDC 4.2.A.

18. Provide a detail to show tree planting with root barrier adjacent to walkways.


19. Label the area to be left undisturbed for the 30% set-aside area as Natural Undisturbed Open Space (NUOS).

20. Add the following note to the Native Plant Preservation Plan - The site developer must include language in all contracts with contractors about the importance of staying out of all NUOS areas

21. Add the following notes to the Native Plant Preservation Plan, UDC 7.7.5.5 On-site monitoring of all aspects of site clearing, grading, plant protection, preservation, must be provided during project construction at the expense of the developer. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file.

22. UDC 7.7.5.6. The monitor is responsible for an assessment of the condition of the site’s plants one year after the final inspection has been performed on the site. Copies of the report must be submitted to the site’s owner/developer and to PDSD.

11/30/2021 SBLOOD1 ENGINEERING REVIEW Reqs Change 1. E Old Vail Rd is classified as an arterial road and so for the sight visibility triangles per TSM section 10-01.5.3 the near side should be 345' and the far side 125'. Revise accordingly.
2. The proposed gravel in the horse trailer maneuvering driveway is not a suitable surface material for a vehicle use area per UDC article 7.4.6.I. Revise accordingly.
3. Revise the plans per UDC article 7.4.6.H.1 to show the required barrier to protect the north wall of the building from the vehicle use area that abuts it.
4. Show compliance with UDC article 7.6.6.C.2 and how this site plan is maximizing water harvesting. It looks like all of the parking lot runoff is being directed back to the detention/retention basin with no curb cuts or any runoff being directed to depressed landscape areas. Revise accordingly.
