COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 05, 2022.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0234, adjacent to the title block on all sheets.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. Per TSM Section 10, Figure 1 when vehicle parking is not provided on the street the requirement for visitor parking is 1 space per dwelling unit or 27. Per Pad 12 Section 3.4 the 50% reduction would require 14 visitor parking spaces. A Board of Adjustment for Variance is required to reduce the number of required vehicle parking spaces.

3. COMMENT: 2-06.4.9.H.5.a – Detail 2 sheet 8 shows the wheel stop location dimension incorrectly, review UDC Article 7.4.6.H.3 and provide the correct dimension.

4. COMMENT: 2-06.4.9.R – Per TSM 7-01.4.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. That said a sidewalk is required on both sides of the shared driveway.

5. COMMENT: 2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.

6. COMMENT: Provide documentation that this development has been approved by the Civano Community Association Design Review Committee, see PAD 12 Section 2.7

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g.

3. Standard Notes for Planting in ROW

a. It is the owner’s responsibility to keep the Sight Visibility Triangles (SVT), and the pedestrian access area clear of vegetation at all times, per Unified Development Code (UDC) Technical Standards Manual Section 10. It is the owner responsibility to keep a 5’ wide by 7’ tall clear pedestrian access open across the entire property.
b. It is the owner responsible to keep vegetation from growing past the curb line clear and keep a 15’ high clear zone over the travel lane.
c. Final plant locations must be in compliance with all utility setback requirements.
d. The owner understands that if the City of Tucson Transportation Department or any utility company needs to work within the ROW in the landscaped area, plants and irrigation may be destroyed without replacement or repair.
e. The owner takes full liability for this landscape and irrigation, and any damage to roadway, sidewalk and utilities.
f. The only private irrigation equipment that is allowed within the ROW are lateral lines, tubing and emitters that are not under constant pressure. All other equipment must be on private property. (excluding water meter)
g. Contractor to obtain a Right Of Way permit prior to construction within the right-of-way.

4. 50% vegetative cover for street landscape border is not achieved, please add additional plants.

5. A 10’ street landscape border is required along Drexel Rd, (unless PAD-12 indicates otherwise) leaving existing vegetation is acceptable if that is the intention, but must be noted on the plans. Up to 5’ of right of way can be used.

6. Bring plant layer to the front, as some plants are hidden by bldgs. or other line work (e.g. Parking Lot Canopy Tree).

7. Landscape symbols are difficult to read, remove graphic conflicts. Remove references to LUC, replace with current UDC references. Remove notes that don’t apply to this specific project.

8. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4.

9. Please screen back the project overlay so the existing vegetation can be seen on the Native Plant Preservation plan.

10. Please label the existing and future rights of way for Drexel Rd and Nightbloom Way, UDC 7.6.4.C.2.a.

11. Per Admin. Manual 2-10-4.2.D, provide page/detail reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans.

12. A Commercial Rainwater Harvesting plan is required UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening.

13. Grading, hydrology, and landscape structural plans must be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. UDC 7.7.6.C.2

14. Identify the point of drainage off roof areas, amount of flow, and disposition of flow.

15. Solely using the 40’ trunk to parking space requirement does not meet the intent of the UDC. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces, meaning that trees are expected to be placed within the parking area itself. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

16. Ensure that trees in vehicular use areas are planted within and adjacent to parking so that they afford the greatest amount of shade in paved areas, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

17. Please add/call out soil moisture gauge/tensiometers and rain shut-off device on irrigation plans and details. Section 4-01.4.2.A.

18. Include landscape and irrigation details. Provide a detail to show tree planting with root barrier adjacent to walkways.

19. Please submit photos of the saguaros showing damage, as well as photos of all vegetation that show low viability.

20. Please note that smaller caliper trees can used for TOS and will be counted towards larger caliper tree quantities.

21. Show on-site location of temporary plant nursery holding area or indicate if they will be transplanted directly to final location. Administrative Manual 2-11.4.5. Please include method and schedule for plant irrigation in holding area.

22. Add the following notes to the Native Plant Preservation Plan
a. The site developer must include language in all contracts with contractors about the importance of staying out of all areas and away from all individual Protected Native Plants to be preserved-in-place.

23. Add the following notes to the Native Plant Preservation Plan, UDC 7.7.5.5 On-site monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer. The monitor must provide at least a beginning and ending progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file.

24. UDC 7.7.5.6. The monitor is responsible for an assessment of the condition of the site’s plants one year after the final inspection has been performed on the site. Copies of the report must be submitted to the site’s owner/developer and to PDSD.
