This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 30, 2022. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.1 – Provide a phone number for the Owner listed on sheet 1. 2. COMMENT: 2-06.4.2.D – The page number and total number should include all sheets submitted, i.e. 1 of 8. 3. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0227 & the special exception number T21SE00005, adjacent to the title block on all sheets. 4. COMMENT: 2-06.4.4 - The project-location map shall be drawn at a minimum scale of three-inch equals one mile. 5. COMMENT: 2-06.4.4.C – Label the section corners on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 6. COMMENT: 2-06.4.7.A.4 – The existing and proposed use listed under General Note 2 should read “RESIDENTIAL CARE SERVICES – UNLIMITED # OF RESIDENTS, PERMITTED AS A SPECIAL EXCETION USE, ZONING EXAMINER SPECIAL EXCEPTION PROCEDURE, SECTION 3.4.3, SUBJECT TO USE SPECIFIC STANDARDS 4.9.7.J.2.a, 3.d, .4, .8.” 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 7. COMMENT: 2-06.4.9.A – As this site is made up of two (2) parcels, 133-55-3310 & 133-55-330A, a lot combination is required. Provide a copy of the approved Pima County Assessor’s Office Combo Request form with your next submittal. 8. COMMENT: 2-06.4.9.H.5 – Demonstrate how the requirements of UDC Article 7.4.6.H.1 are met along both sides of the entrance access land off of Vozack Ln. 9. COMMENT: 2-06.4.9.H.5.a – Fully dimension the existing accessible parking spaces. Per UDC Article 7.4.3.E.2 all parking is required to meet current code requirements. 10. COMMENT: 2-06.4.9.H.5.a – The “EXISTING PARKING” called out north and north west of the existing building does not appear to meet the requirements of UDC Articles 7.4.6.H.1 & .I. Clearly demonstrate that these requirements are met. 11. COMMENT: 2-06.4.9.H.5.a – Demonstrate that the required accessible signage is provided. 12. COMMENT: 2-06.4.9.H.5.d – Clearly show where the long-term bicycle parking is located on site and provide a detail that demonstrates how the requirements of UDC Articles 7.4.9.B & .D are met. 13. COMMENT: 2-06.4.9.H.5.d – Demonstrate on the plan how the requirements of UDC Article 7.4.9.B.l1.e are met. 14. COMMENT: 2-06.4.9.R – Provide a sidewalk width dimension for the sidewalk to the northwest of the existing accessible parking spaces. 15. COMMENT: 2-06.4.9.R – Clearly demonstrate that a minimum 4’-0” wide sidewalk is maintained around the short-term bicycle parking. 16. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.3.3.B Within all development, a continuous pedestrian circulation path is required as follows: The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. That said show the required pedestrian circulation path to the existing dumpster. 17. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.2.B.2 the provisions of TSM Section 7-01 apply to All existing uses of land or structures legally existing as of September 24, 1990, which are expanded in lot coverage, floor area, number of parking spaces, or seating capacity, as follows: If the expansion is 25% or more, these provisions apply to the existing use or structure, as well as the expansion. That said the requirements of TSM 7-01.4.1.A At least one sidewalk is required to a project from each street on which the project has frontage apply for the proposed expansion. The prior DSMR only applies to the existing structure. 18. COMMENT: 2-06.4.9.U – Clearly demonstrate on the plan that the requirements of SE-21-05 condition 12 are met on the plan. 19. COMMENT: 2-06.4.9.W - Indicate the locations and types of existing and proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. UDC 2-10.4.1 Identification and Descriptive Data A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g. 3. Revise NPP plan to inventory only plants that will be potentially disturbed by new construction. Remove id no. 1,11-16 and 35-42, and redo the calculations based on the remaining existing plants. 4. What is the area outside the limit of NPPO? Natural Undisturbed Open Space? 5. Per Admin. Manual 2-10-4.2.D, provide reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans. 6. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4. The maintenance schedule provided on the plan is generic and not all applies to this site, revise as necessary. 7. Identify water meter and POC on irrigation plan. 8. Identify the point of drainage off roof areas, amount of flow, and disposition of flow. 9. A Commercial Rainwater Harvesting plan is required, UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening 10. Add the following note to the Native Plant Preservation Plan - Protective fencing is required during construction for all undisturbed areas of Protected Native Plants and for individual Protected Native Plants to be preserved-in-place. UDC 7.7.5.4. 11. Add the following notes to the Native Plant Preservation Plan, UDC 7.7.5.5 - On-site monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file. 12. UDC 7.7.5.6. The monitor is responsible for an assessment of the condition of the site’s plants one year after the final inspection has been performed on the site. Copies of the report must be submitted to the site’s owner/developer and to PDSD.
