This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 15, 2022. 1. COMMENT: – In the September 10, 2021 letter provided you state that this project is completely separate from the dispensary. If so why does the title block reference “GREEEMED DISPENSARY”. If this is a separate use remove all references to the dispensary from this plan except as required for certain calculations as stated below. 2. COMMENT: – Sheet 3 Keynote 1 states “EXISTING FLEXMOD UNIT”. As this unit has not been approved it is not existing, remove all references to an existing flexmod unit from the plan. 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 3. COMMENT: 2-06.2.3 – As the development package does not review for building code remove all building code references from the development package. 4. COMMENT: 2-06.2.4 – The development package is designed to allow for concurrent review of any site related reviews only. 2-06.3.0 FORMAT REQUIREMENTS 5. COMMENT: 2-06.3.2 – All mapped data shall be drawn at an engineering scale. The plan on sheet 3 is drawn at an architectural scale. 6. COMMENT: 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet, see requirements below. 7. COMMENT: 2-06.3.12 – The drawing index provided on sheet 1 should only include the sheets provided in the DP. CONTENT REQUIREMENTS 8. COMMENT: 2-06.4.1 – Provide the phone number and email address for the owner listed on sheet 1. 9. COMMENT: 2-06.4.2.B – Provide a brief legal description within the title block. 10. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0224, adjacent to the title block on all sheets. 11. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, and provide the following information. 12. COMMENT: 2-06.4.4.C - Section, township, and range; and the scale will be labeled on the location map 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 13. COMMENT: 2-06.4.7.A.4 – Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. Provide a general note stating “EXISTING USE: MARIJUANA FACILITY – DISPENSARY, SUBJECT TO USE SPECIFIC STANDARD 4.9.9.E.1, & PRIVATE SOCIAL CLUB (CIVIC ASSEMBLY). PROPOSED USES: MARIJUANA FACILITY – DISPENSARY, SUBJECT TO USE SPECIFIC STANDARD 4.9.9.E.1, PRIVATE SOCIAL CLUB (CIVIC ASSEMBLY) & RESEARCH & PRODUCT DEVELOPMENT SUBJECT TO USE SPECIFIC STANDARD 4.9.13.O”. 14. COMMENT: 2-06.4.7.A.6.a – As Tanque Verde Rd is listed as an Arterial on the COT MS&R plan provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R).” 2-06.4.7.A.8 - For development package documents provide: 15. COMMENT: 2-06.4.7.A.8.a – As a general note provide a breakdown of the floor area used for the dispensary, research & development and any vacant space. There appears to be some inconsistences on the plan. Within the foot print of the building you show a dispensary and vacant space, under the “PARKING “ you list a dispensary & private club, clarify. 16. COMMENT: 2-06.4.7.A.8.c – As you are adding a new structure to the site provide a building expansion calculation on the plan. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 17. COMMENT: 2-06.4.8.A - Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds, together with distances in feet, to hundredths of a foot. 18. COMMENT: 2-06.4.8.B – If applicable show all easements of record on the plan along with the recordation information. 19. COMMENT: 2-06.4.8.C - The following information regarding Tanque Verde Rd will be provided: the right-of-way width, dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 20. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined 21. COMMENT: 2-06.4.9.G – As phasing is proposed, Keynote 29 sheet 2, provide calculations, to indicate that each phase complies with all requirements as a separate entity 22. 23. COMMENT: 2-06.4.9.H.5.a – The vehicle parking calculation shall show all three (3) uses and the ratio used. The private club was approved as a civic assembly use, see T18OT00666, with a parking ratio of 1 space per 100 sq. ft. of gfa. The flexmod square footage shall be included as a use area for the research & development at the applicable parking ratio. 24. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation shall provide the number of required accessible parking spaces and the number required & provide of van accessible spaces. 25. COMMENT: 2-06.4.9.H.5.a – Based on T18OT00666 for the social club there were 136 spaces provided, it appears that you have eliminated at least 3 vehicle parking space, 2 north of the trash enclosure and 1 near the southwest corner of the building. 26. COMMENT: 2-06.4.9.H.5.d – Provide a short - & long-term bicycle parking space calculation on the plan. This calculation shall include the number required & provided. At a minimum two (2) short-term bicycle parking spaces are required for the flexmod expansion. If the minimum number of existing short - & long – term bicycle parking spaces meets or exceeds the required number after the flexmod square footage is accounted for and it meets the requires of UDC Article 7.4.9 no additional bicycle parking would be required. 27. COMMENT: 2-06.4.9.Q – Provide the square footage and the height of each structure and the specific use, proposed within the footprint of the building(s), this includes the flexmods. 28. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.2.B.1 If the expansion is less than 25%, the provisions of TSM Section 7-01.4.0 apply only to the proposed expansion. Demonstrate that the following TSM Sections are met on this plan: a. 7-01.4.1.A – Show the required sidewalk that connects the flexmods to the street sidewalk. b. 7-01.4.1.D – Show the required sidewalks that connects the flexmods to the existing building. 29.
