This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 23, 2022. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0216, adjacent to the title block on all sheets. 2-06.4.7.A.8 - For development package documents provide: 2. COMMENT: 2-06.4.7.A.8.a – Provide the floor area for each building. 3. COMMENT: 2-06.4.7.A.8.b – Provide a lot coverage calculation on the plan, see UDC Article 6.4.3 and Table 6.3-2A. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 4. COMMENT: 2-06.4.9.H.5.a – Within the vehicle parking space calculation provide the number of required/provided accessible vehicle parking spaces and include the number of van accessible required/provided. See 2018 IBC Table 1106.7 for requirements. 5. COMMENT: 2-06.4.9.H.5.a – Provide a typical parking space detail for a standard parking space. 6. COMMENT: 2-06.4.9.H.5.d – Demonstrate on the plan or detail how the requirements of UDC Article 7.4.9.B.1.e are met. 7. COMMENT: 2-06.4.9.O – The street perimeter yard setback is not correct. This site does not quality for developing area setback therefore is required to meet the requirements of UDC Article 6.4.5.B.1.a. Perimeter yard setbacks are based on a measurement from design grade to the highest point of the wall, see Unified Development Code (UDC) Article 6.4.5.b & Figure 6.4.5-A. Based on the provided elevation and the 18’-10” shown plus 6” to grade the required street perimeter yard setback is 29’-0”, proposed setback for the northeast building is 26.7’ a Design development Option (DDO) will need to be submitted and approved prior to approval of this DP. DDO application and requirements can be found at: https://www.tucsonaz.gov/files/pdsd/forms/DDO_for_Setback_and_Height_UDC_8.11.20.pdf. A DDO is a separate submittal from the building plan and shall be submitted at: https://www.tucsonaz.gov/pdsd-filedrop, using the Submission Type “Zoning Administration”. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. UDC 2-10.4.1 Identification and Descriptive Data A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. Please label the existing and future rights of way for 4th Ave, UDC 7.6.4.C.2.a. 3. A 5’ screen is required along the street border on 4th Ave to shield views of the parking area. TABLE 7.6.4-1: LANDSCAPE BORDER (SECTION 7.6.4.C) AND SCREENING STANDARDS (SECTION 7.6.5) 4. Per Admin. Manual 2-10-4.2.D, provide page/detail reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans. 5. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4. 6. Identify the point of drainage off roof areas, amount of flow, and disposition of flow. 7. Indicate the ground treatment in all planting areas on the landscape plan. 8. While the trees in the parking lot meet the 40’ trunk to parking space requirement, this does not meet the intent of the requirement. The intent is to provide as much shade on the asphalt as possible, and to do that the length between islands should be less than 7 spaces and trees located so that they provide shade on the asphalt. 9. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1. 10. The parking area along 4th Ave requires additional trees, only 50% of the trees in the border can be counted towards the parking area tree requirement. These trees are providing no shade for the parking area revise locations or add a parking island. 11. A tree is required in the 4 space parking area to provide shade, please add. 12. Ensure that trees in vehicular use areas are planted within and adjacent to parking so that they afford the greatest amount of shade in paved areas, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 13. Please add/call out soil moisture gauge/tensiometers and rain shut-off device on irrigation plans and details. UDC 4.2.A. 14. Identify water meter and POC on irrigation plan. 15. Show on-site location of temporary plant nursery holding area or indicate if they will be transplanted directly to final location. Administrative Manual 2-11.4.5. Please include method and schedule for plant irrigation in holding area. 16. Add the following notes to the Native Plant Preservation Plan a. UDC 7.7.5.4. Fencing is required during construction for all undisturbed areas of Protected Native Plants and for individual Protected Native Plants to be preserved-in-place. b. The site developer must include language in all contracts with contractors about the importance of staying out of all areas and away from all individual Protected Native Plants to be preserved-in-place. 17. Add the following notes to the Native Plant Preservation Plan, UDC 7.7.5.5 On-site monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file. 18. UDC 7.7.5.6. The monitor is responsible for an assessment of the condition of the site’s plants one year after the final inspection has been performed on the site. Copies of the report must be submitted to the site’s owner/developer and to PDSD.
